고양시에 거주하는 시민들이 주축이 되어 만들어진 고양워킹포럼이 창립행사 및 기념 포럼행사가 지역주민대표 및 시도의회 및 시 관계자등 150여명이 참여한 가운데 8월30일 일산서구청 대강당에서 출범했다.
고양워킹포럼은 고양시에 거주하는 오피니언 리더들이 주축이 되어 만든 조직으로서 대선,국선,지방선거에서 스피커로서의 역할을 통하여 여론을 주도하고,조직 확대와, 지역의 유능한 젊은 청년인재를 발굴하여, 지역발전의 성장씨앗으로 육성하고 나아가 지역인재 융합을 통하여,지속 가능한 고양시 성장과 개인의 지식 개발을 목적으로 하는 시민조직이다.
호원예술대학교 총장과 고양예술 고등학교 이사장을 맏고있는 송용운 초대 고양워킹포럼 대표와 15명의 운영위원장 등 고양시의 다양한 주제를 다를 수 있는 전문가 형 조직으로서 지역의 대표 지식을 공유하는 포럼으로의 성장을 목표로 하고 있다.

창립 인사말에서 송용운 초대 대표는 고양시가 량적으로 팽창을 하였지만 질적으로는 많은 부분에서 부족함을 나타내고 있다면서, 특히 일자리와 경제가치를 높일 수 있는 기업의 유치와 경제자유구역에 대한 성공을 위한 노력이 민관일체가 되어 노력하여야 한다고 역설하면서, 고양시와 시민들의 협업을 요청했다.
또한 고양시의회 김영식 의장의 환영사에서는 고양시가 가진 자원을 효율적으로 활용하고 시 행정부와의 협치를 통해 시민들에게 성공적인 시정운영을 적극적으로 펼치겠다고 포부를 밝혀 시민들로부터 박수갈채를 받았다.

최경식 대외협력 위원장의 사회로 진행된 이날 행사에서 포럼의 정책을 담당하는 심송학 위원장은 포럼 출범 배경과 방향, 향후계획을 상세히 설명하였고, 이어서 고양시 경제자유구역의 성공에 대한 포럼에서 인천경제자유구역청 서비스산업 유치과 안도현 과장은 경기도 재직시의 경험과, 대기업에서의 경험, 인천경제자유구역청에서의 경험을 토대로 고양시의 경제자유구역에 대한 접근 방법과, 외국기업이 어떻게 한국에 투자와 입지선정을 하는지에 대한 부분을 상세하게 설명과 참석자의 다양한 질문에 답하면서 포럼의 행사를 더욱 가치있게 만들었다.
