「인천탄소중립포럼」(상임대표 최계운 인천대 명예교수)은 22일 송도컨벤시아에서 제8차 세미나를 개최했다. 이번 세미나는 2022 한국스마트워터그리드학회 통합학술대회 프로그램의 하나로 ‘지역에너지 제4섹터 방식 공공개발론’이란 주제로 열렸다.
발제를 맡은 김대오 한국에너지전환사업단 기술위원장은 ‘지역에너지 제4섹터 방식 공공개발론’에서 인천 탄소중립 클러스터의 성공적인 정착을 위해서는 민간 공익기업이 지방정부와 협력하는 제4섹터 방식의 에너지기구가 추진동력이 되어야 한다고 강조했다.
김 위원장은 “인천 탄소중립 클러스터는 국내 탄소중립 산업을 견인하는 최고 수준의 역할과 기능을 할 것”이라고 전망하고 “기획과 구상, 실현성 등에서 사실상 국내 초유•최고 사이트라 할만한 이 클러스터 계획이 성공하려면 최계운 이사장이 발표한 바와 같이 시민이 참여하는 지역 거버넌스가 주도하는 방향으로 이뤄져야 한다”고 말했다.
김 위원장은 이어 “부산의 경우 지자체가 중심이 되어 공사를 추진하던 관행적 방식에 한계를 드러내 방향을 전환, 시민들이 공익기업에 참여하여 지역의 발전공기업, 기존 에너지 기업, 금융그룹들과 함께 지방정부와 협력하는 ‘제4섹터 방식의 에너지공사’ 설립이 추진되고 있다”며 “인천탄소중립 클러스터 역시 이러한 독립조직, 정체성이 명확한 기관이 한 축을 형성하며 지역 중심 에너지전환에 초점을 둬야 한다”고 타 지역 사례를 소개했다.
주제발표에 이어 인천탄소중립포럼 김중진 공동대표가 좌장을 맡은 가운데 토론이 진행되었다. 토론에는 유승분 인천시의원, 박광근 인천시청 에너지정책과장, 조광희 인천업사이클링에코센터장, 이동형 인천탄소중립포럼 기획위원장이 참여했다.
이동형 인천탄소중립포럼 기획위원장은 “각 시도의 탄소중립 클러스터가 시사하는 점은 사업 추진 주체와 예산”이라며 “인천탄소중립 클러스터가 성공적으로 추진되기 위해서는 참여 기관 중심 실무협의회가 중심 역할을 해야 하며 지속적인 추진을 위해서는 예산 확보 방안을 구체화 하는 것이 무엇보다 중요하다”고 말했다.
