[브레이크뉴스=양영석 기자] 의령군이 '소멸위기 대응을 위한 의령살리기 조례'로 올해의 우수 자치입법 활동 지방자치단체로 선정돼 21일 법제처장 표창을 받았다.
법제처는 전국 42곳 기초지방자치단체의 제·개정 조례 66건을 대상으로 활용 가능성, 필요성, 독창성, 완결성을 평가해 다른 지역에 전파할 만한 우수 조례를 선정했다.
지방자치단체 법제업무 담당자 설문조사와 지방 4대 협의체 관계자 등 전문가 심사를 거쳐 9개 지자체를 선정했는데 의령군은 우수상에 이름을 올렸다.
의령군의 '소멸위기 대응을 위한 의령 살리기 조례'는 ‘국가균형발전 특별법’에 따라 지정된 인구감소지역 지방소멸 이슈에 선제적으로 대응했다는 점에서 높은 점수를 받았다.
또 지방소멸대응 기금 확보와 인구 증가를 위한 범군민 운동인 '의령살리기운동'의 근간을 마련했다는 평가도 얻었다.
특히 이번 조례를 제정하면서 의령군 법무규제개혁담당은 법제처 자치법규 입법지원 컨설팅을 통해 더 완성도 높은 자치법규 입안을 위해 노력했다.
상위법 위반 여부 및 자치 조례의 적정성과 타당성 검토에 큰 공을 들인 것으로 전해졌다.
'소멸위기 대응을 위한 의령 살리기 조례'는 소멸 위기에 처한 다른 지자체들이 공유하고 참고할 수 있는 자치입법 모범사례로 제시될 전망이다.
오태완 군수는 "조례의 필요성과 효과에 공감을 나타내고 일사천리로 업무를 추진한 관련 부서에 박수를 보낸다"며 "조례를 밑거름으로 성과가 꽃 피울 수 있도록 행정에서 더욱 전력투구해야 할 것"이라고 말했다.
