현재를 진단하고 지속가능한 발전 방향을 함께 모색하여 무엇이 부족한지, 앞으로 어떻게 나아갈지 제대로 진단하고 준비해 가겠습니다.
돌이켜보면 지난해 많은 일들이 있었습니다.
힘겨웠던 코로나19를 이겨내는 상황에서 고물가 고금리 고환율 속에 민생경제는 끝없는 수렁에 빠져들고 있는 현실입니다.
국가가 국민을 내팽개친 10.29 이태원 참사는 참담함 그 자체이며, 무능과 무책임 그리고 꼬리자르기에 급급한 윤석열 정부의 현주소를 여실히 드러냈습니다. 국정조사로 국민을 대신해 묻고 따지는 역할을 충실히 해 진상을 낱낱이 밝히도록 하겠습니다.
또한, 검찰의 무도한 정치탄압과 노골적 겁박은 편협하고 옹졸한 독재정권 시절로 회귀하는 모양새입니다. 민주주의가 위협받는 이러한 상황속에서도 민주당은 깨어있는 국민과 함께 책임감 있는 자세로 대응해 가겠습니다.
2023년 전남도당은 지역성장의 새로운 활력을 위한 생활밀착형 정책개발과 선출직 및 당원 역량강화에 집중하고자 합니다.
이를 위해 첫째, 전남형 기본소득 추진특위를 구성하여 기본소득 도입을 위한 검토와 구체적인 준비를 하겠습니다.
둘째, 지역경제 선순환을 이끌고 있는 지역화폐 예산의 국비확보를 위해 민주당이 총력을 다하겠습니다.
셋째, 민주당다운 전남형 정책강화를 위해 남도지역혁신정책기획단을 운영하여 민생과 실력 그리고 혁신의 전남도당을 만들겠습니다.
넷째, 전남도당과 각 지역위원회, 지방의원들이 긴밀하게 소통하며 지원하는 지역정책 플랫폼인 의정활동지원단을 운영하여 민주당 소속 기초·광역의원의 역량강화에 집중하겠습니다.
다섯째, 상설기구인 교육연수위원회의 기능을 강화해 민주당원 누구나 민주당의 가치와 정신을 배우고 실천할 수 있도록 교육연수 프로그램을 다양화하고 내실화하겠습니다.
덧붙여 제가 민생정책으로 대표 발의하여 추진한 양곡관리법 개정안이 농도(農道) 전남 농민들의 피눈물과 절박한 심정을 조금이나마 위로해 줄 수 있도록 하였는데, 정부와 여당은 농민의 절규에 여전히 귀를 닫고 있지만 민주당이 적극 추진하겠습니다.
현재 지방은 소멸위기입니다.이에 따른 대책의 속도감있는 추진을 위해 2023년 국비예산 확보와 각 시·군 및 전남지역 각 지역위원회가 힘을 모아 지역 핵심사업을 선정하여 전남이 더욱 발전될 수 있도록 혼신의 힘을 다하겠습니다.
