다사다난했던 임인년(壬寅年) 한 해가 저물고 2023년 계묘년(癸卯年) 새해가 밝았습니다.
여러분의 가정에건강과 행운이 늘 함께하시고기쁜 일만 넘쳐나시길 진심으로 소망합니다.
아울러, 지난 한 해서구가 힘찬 첫발을 내딛을 수 있도록 아낌없는 성원과 격려를 보내주신구민 여러분께 다시 한번 깊은 감사의 말씀을 드립니다.
올 해는 ‘검은 토끼의 해’입니다.
한껏 움츠렸다힘차게 장애물을 뛰어넘는 토끼의 모습처럼어려움을 이겨내고 새롭게 성장하는 해라고 합니다.
우리 서구도 좋은 기운을 받아 한층 더 멀리 도약하는 한 해가 되길 기원합니다.
2023년은 민선 8기 실질적인 원년이기도 합니다.
서구의 새로운 도약을 위한 기반이본격적으로 구축될 한 해로그 어느 때보다 중요한 의미가 있습니다.

첫째, 혁신적인 미래도시를 향해 나아가겠습니다.
우선, 구민 여러분과의 약속인민선 8기 6대 분야 69개 공약사업을속도감 있게 추진하겠습니다.
다변화된 행정수요에 맞게 조직의 체질을 개선하고 일하는 방식 혁신에도 더욱 박차를 가하겠습니다.
올해 상반기부터 이전하는 방위사업청이안정적으로 정착하여 지역발전을 견인 할 수 있도록유관기관과 지원체계를 공고히 하겠습니다.
노후된 동 청사 신·증축을 단계별로 추진하며 주민 스스로 주민자치센터 프로그램 운영·관리 주체가 되는실질적 주민자치를 실현하겠습니다.
둔산지구 리빌딩 여건 마련을 위한 제도를 정비하고제3 시립도서관의 가시적 모습을 위해대전시와 긴밀히 협력해 나가겠습니다.
늘어나는 서남부권 주민의 행정수요 대응을 위해무인민원발급 창구를 확대·개설하겠습니다.
둘째, 활력 넘치는 경제도시로 도약하겠습니다.
민선 8기의 최우선 가치 중 하나는 새로운 산업기반을 마련하고서민경제에 활력을 불어 넣는 것입니다.
지역 유일의 평촌일반산업단지의 안정적 조성을 지원하고 방위사업청 이전과 연계하여방위·에너지산업의 거점으로 육성하겠습니다.
만년동 일원 영상·콘텐츠 산업 특구 지정, 월평동 글로벌 혁신창업 성장허브, 벤처문화복합시설 조성,괴정동 4차 첨단산업 집적복합단지 등 지역별 특화 산업 기반을 조성하겠습니다.
지역 대학과 협력하여 청년창업지원센터를 확충하고창업단계에서부터 전 주기에 걸친 지원체계를 구축하여창업 생태계의 선순환을 이루겠습니다.
기업과 지역이 주도하는 활력 일자리 31,000개를연차별 계획에 따라 창출하고 소상공인 경영안정자금과 시설개선을 더욱 확대하며전통시장 시설 현대화 및 서비스를 고도화하여서민경제 경쟁력을 높이겠습니다.
셋째, 지역과 함께하는 촘촘한 복지안전망을 구축하겠습니다.
시혜적 복지에서 벗어나 장애인, 청년, 아동, 어르신, 여성 등수요자 중심의 지역 주도형 돌봄 체계로 전환하겠습니다.
국민안심지원제도를 확대·개편하여 갑작스런 위기상황에 놓인 가구의 생활안정을 돕겠습니다.
장애인 활동지원 사업 등 자립생활을 지원하며 시설 운영을 내실화하겠습니다.
맞춤형 일자리 제공 등 생활안정을 돕고,시설 확충·개선 및 다양한 프로그램 제공 등활력 있는 노후를 위한 어르신 복지에 더욱 힘쓰겠습니다.
서구 가족센터 건립, 다함께 돌봄 센터 및 어린이집 확충,보육교사 처우 개선, 선제적 아동학대 대응 등아이들이 건강하게 성장하는 양육환경을 조성하겠습니다.
보훈예우수당, 참전명예수당 확대 등나라에 헌신하신 보훈가족과 단체에 대한 예우에도 소홀함이 없도록 하겠습니다.
넷째, 안전하고 조화로운 균형도시건설에 힘쓰겠습니다.
사전 준비를 마친 정림 재해위험 개선지구 정비사업을 본격 추진하여 항구적인 수해 대책을 수립하고 매천가도교 연결 사업 연내 마무리 등각종 재해·재난 대비 및 복구체계를 강화하겠습니다.
지역이 골고루 잘사는 균형발전은 서구의 더 나은 미래를 위해 꼭 이뤄야 할 과제로 추진 중인 균형발전 사업의 완성도를 높이는데 심혈을 기울이겠습니다.
도마-변동 8구역 1,881세대 입주를 시작으로본격 신호탄을 쏘아 올린 재개발사업과 도시개발사업이원활히 추진될 수 있도록 행정적 지원을 아끼지 않겠습니다.
도마1·2동, 정림동 등 3개 권역 도시재생사업을꾸준히 이어가 도시 경쟁력을 높이며 공동주택 비율이 60%가 넘는 지역의 특성에 맞게전담조직 확대 운영 등 공동주택 맞춤별 지원 체계를한층 강화하겠습니다.
다섯째, 지속가능한 녹색도시로 가겠습니다.
대전시 핵심과제에 담겨 본격 출발 준비를 마친장태산 ~ 노루벌 일원 국가정원사업이차질 없이 진행되도록 힘쓰겠습니다.
우리 지역 장안에서 금산 진안으로 이어지는천주교 성지 순례길을, 스토리와 테마가 있는역사적 관광 장소로 바꾸겠습니다.
월평근린공원 내에 야영장, 자연체험장, 숲체험원 등다양한 시설을 골고루 갖춘 ‘가족 어울림 장’을 마련하고
샘머리·씨애틀·가수원·느리울 근린공원 등도심 속 녹지공간의 질적 향상을 꾀하겠습니다.
둔산지구 황톳 꽃길, 그린 메디컬 스트리트 등구간·계절별 테마가 있는 힐링거리 조성을 단계별로 추진하겠습니다.
‘서구형 탄소중립 녹색성장 기본계획’등지속가능한 생태도시를 위한 연차별 로드맵을 세워
적극 이행해 나가겠습니다.
끝으로, 소통·공감하는 문화도시를 구현하겠습니다.
갈마·가장동 복합커뮤니티센터 조성사업을안정적으로 추진하며 구(舊) 용문동행정복지센터, 한국마사회 건물 등을활용하여, 주민을 위한 복합 공유공간으로 조성하겠습니다.
서구힐링 아트페스티벌은 정체성과 콘텐츠를 강화해 주민과 예술인이 함께 참여하고 즐기는지역 참여형 축제로 거듭나겠습니다.
만년동 일원에 영상·콘텐츠 산업 특구 지정과 함께K-컬처·문화예술인 소통허브를 조성하여 청년 등 지역 문화예술인 활동 중심지로 육성하겠습니다.

이러한 노력이 발판이 되어민선 8기가 본격적인 궤도에 올라서는 2023년은체감할 수 있는 가시적인 성과로 나타날 것입니다.
세상은 급변하고 있습니다.
거대한 변화의 물줄기는우리에게 변화와 발전의 주체가 될 것을 요구합니다.
