존경하는 논산시민 여러분! 사랑하는 논산시 공직자 여러분!
2023년 계묘년(癸卯年) 새해가 밝았습니다. 지혜와 풍요의 상징인 검은 토끼해를 맞아 하시는 일마다 성과를 거두며 가정에 풍요가 깃들기를 기원합니다. 논산시장으로 취임한 지난해 7월 1일, ‘논산을 새롭게, 시민을 행복하게’라는 시정 비전 아래 오직 시민의 행복한 변화를 위해 소명을 다 할 것을 약속드렸습니다.
2023년도는 민선 8기의 실질적 원년으로, 새로운 성장 동력 마련과 미래 발전 전략 수립을 통해 지역에 훈풍을 불러일으켜야 하는 중차대한 시기입니다.
저는 새로운 각오로 시민 소득을 높이고, 삶의 질을 높이고, 행복지수를 높이는 3고(高)주의 행정으로 시민 행복 시대를
앞당기겠습니다.
올해 우리 시가 더 역점을 두고 추진할 시정 방향은,
첫째, 국방군수산업도시로 나갈 수 있는 기반을 구축하는 것입니다.
과거 중소 농업도시에서 세계적인 군수산업도시로 성장한 미국 앨라배마주 헌츠빌처럼 논산을 군수산업 메카로 만들겠습니다.
이를 위해 우수한 방산업체 유치, 국방 관련 미래산업 인재 육성, 국방국가산업단지 조성 등 친(親)국방도시로 성장할 수 있도록 지역 여건을 확충하겠습니다.
둘째, 생명산업인 농업의 밝은 미래를 위해 아낌없는 지원을 하겠습니다.
새로운 과학 영농기술 도입, 농업 인력난 해소, 농촌발전기금 조성, 친환경 농업 지원 등 농업의 가치를 더욱 드높이겠습니다. 논산에서 농업에 종사하는 것이 대단한 긍지가 되고 자신감이 넘치는 일이 될 수 있도록 농업경쟁력을 강화해 나가겠습니다.
셋째, 추억과 낭만이 가득한 관광도시로 도약시키겠습니다.
탑정호 개발사업의 지속 추진, 안보 관광단지 조성, 민간투자 유치, 패키지여행 상품 개발로 지역의 매력을 한층 더 키워 머물고 체험할 수 있는 관광도시로 만들겠습니다.
넷째, 지역소멸 위기에 적극 대응해 나가겠습니다.
양질의 일자리 창출, 정주 여건 개선, 교육의 질적 변화를 통해 시민들이 더 나은 삶을 누릴 수 있도록 살기 좋은 터전을 만들겠습니다.
다섯째, 희망이 넘치는 복지·교육 도시로 거듭나겠습니다.
동등한 교육과 성장 기회 제공, 육아 종합지원 체계 구축, 함께 나누는 복지정책으로 따뜻한 볕이 곳곳에 스며들 수 있도록 세심한 지원을 아끼지 않겠습니다.
자랑스러운 시민 여러분!
저는 시민 여러분들과 함께 논산을 소멸도시에서 부흥도시로 그 흐름을 바꾸고, 청년이 돌아오는 젊은 도시로 만들고자 합니다.
시민 한 분 한 분의 의견이 소중합니다. 저는 그 의견과 기대를 경청하기 위해 작은 목소리에도 귀 기울이겠습니다.

The administrative direction that our city will put more emphasis on this year is,
First, it is to build a foundation that can go out as a defense industry city.
Like Huntsville, Alabama, USA, which grew from a small agricultural city to a world-class military industry city, Nonsan will be made into a mecca for the military industry.
To this end, we will expand regional conditions to grow into a defense-friendly city by attracting excellent defense industry companies, fostering talents in future industries related to defense, and creating a national defense industrial complex.
Second, we will provide unsparing support for the bright future of agriculture, a life-industry.
We will further enhance the value of agriculture by introducing new scientific farming technologies, solving agricultural labor shortages, creating rural development funds, and supporting eco-friendly agriculture.
