2023년 계묘년 새해가 밝았습니다.

저는 지난해 6.1지방선거에서 여러분들의 많은 사랑으로 민선 8기 중구청장에 당선되었습니다.
7월 1일 취임사를 통해 구민들에게 많은 약속을 했습니다.
기분 좋은 변화를 선도하는 새로운 도시를 비전으로 정하고 3대가 하나되는 중구를 만들기 위해 100년 미래를 내다보는 도시개발,젊음과 혁신이 함께하는 경제성장,자연과 전통이 숨쉬는 문화예술,세대와 계층을 아우르는 복지도시,꿈과 희망을 주는 평생교육을 구정방향으로 제시했습니다.
취임 후 약속한 소중한 사업들을 추진하기 위하여 심도 있게 검토하고 단계적 실행계획을 체계화하였습니다.
공동주택과와 빅데이터팀, 인구청년팀, 벤처밸리팀,평생교육팀 등을 신설해 새로운 조직도 갖추었습니다.
2023년은 민선 8기가 본격적으로 시작되는 매우 중요한 시기입니다.
첫 번째, 구정방향인 100년 미래를 내다보는 도시개발을 위해 다양한 사업을 추진할 것입니다.
스포츠콤플렉스 형태의 베이스볼드림파크 착공,보문산 일원 자연 휴양림 조성, 대전 제2 수목원 조성,DX기반 중촌벤처밸리 건설, 도시형 스마트팜 조성,옛)충남경찰청 부지활용 나라키움 센터 착공,도시재생 혁신지구 지정을 통한 중구청사 신축안 마련 등이 차질 없이 진행될 수 있도록 대전시와 중앙부처, 국회 등을 방문하여 설득하고,지원을 요청할 것입니다.
우리 중구를 관통하는 도시철도 3호선의 빠른 착공을 위해 긴장의 끈을 놓지 않을 것입니다.
이러한 다양하고 특색있는 사업들은 우리 중구가 새롭게 성장할 수 있는 동력이 될 것입니다.
두 번째, 젊음과 혁신이 함께하는 경제성장을 위해 끊임없는 도전과 변화를 추구해 나갈 것입니다.
지난해 우리는 중앙로와 오류동 상권활성화를 위해 지역상인, 시민, 공직자, 관계기관 등이 합심하여 중소벤처기업부 공모사업에 도전했지만
안타깝게도 선정되지는 못했습니다.
그러나 우리는 소중한 경험과 우리도 할 수 있다는 자신감을 얻었습니다.
우리 중구는 올해도 도전할 것입니다.
지역 청년들이 참여하는 청년네트워크를 통해 청년들의 혁신적이고 창의적인 아이디어를 반영하고 젊은이들이 일하며 살기 좋은 중구 만들기에 함께 노력할 것입니다.
청년 기업인, 성공한 기업인, 특허·경영·법률 등 각 분야의 컨설턴트들과 중구 가족들이 참여하는 ‘생각공장 모임’과 ‘소통공감 주니어보드’를 통해 다양한 정책의제들을 발굴하여 이를 중구혁신을 위한 소재로 삼을 것입니다.
미래 먹거리를 만들기 위해 준비도 할 것입니다.
65세 이상 노인인구 21.3%, 19~39세 청년인구 24.6%,개발제한구역 4%, 공원녹지 지역 22%는 중구가 갖고 있는 한계인 반면 기회입니다.
청년들의 젊은 패기와 용기를 어르신들의 경험과 경륜을 연계시킨 중구형 도시농업, 도시형 스마트팜을 육성하기 위한 로드맵을 마련하여 한 단계 한 단계 추진할 것입니다.
세 번째, 자연과 전통이 숨쉬는 문화예술을 위한 대안을 마련하고 추진할 것입니다.
우리는 지난해 제13회 대전효문화뿌리축제를 성공적으로 개최하였습니다.
35만여 명의 방문객이 다녀가는 등 역대 최대의 성과를 냈다고 평가받았습니다.
하지만 글로벌 축제로의 방향 전환, 원도심 활성화와 연계시키기 위한 콘텐츠 구성 등 효문화뿌리축제에 대한 개선을 위해 무엇을 더 보완해야 하는지 고민하고 있습니다.
동별 특성을 반영한 함께하는 중천(中川)축제의 시작은 문화예술공연의 관람 기회 확대,지역예술인의 공연 참여,동네상권 활성화 기여 등
다방면에서 긍정적인 효과를 거두었습니다.
올해 8월에는 대전역과 옛)충남도청사 구간에서 ‘0시 축제’가 개최될 예정입니다.
우리는 ‘0시 축제’와 ‘중천축제 및 효문화뿌리축제’를 조화시켜 최대의 성과를 낼 수 있도록 준비하겠습니다.
대흥동 대전테미예술창작센터에 건립 예정인 제2 대전문학관을 통해 중구를 문화도시로 자리매김할 수 있도록 대전시와 적극 소통할 것입니다.
네 번째, 세대와 계층을 아우르는 복지도시 구현을 위해 생애주기별 맞춤형 복지정책을 실행할 것입니다.
지난해 행정안전부 국비 공모사업을 통해 확보한 35억 원을 투입하여 선화동에 건립 예정인 청소년 종합복지센터는 올해 설계를 시작해 2025년 12월 준공 예정입니다.
청소년 종합복지센터에는 청소년 공간은 물론 영유아를 위한 키즈카페를 함께 마련할 것입니다.
중촌동에는 청년공간을 마련해 청년들이 자유롭게 상호 교류하며 미래를 설계할 수 있도록 할 것입니다.
146개소의 경로당은 어르신들이 건강을 관리하며 여가를 즐길 수 있도록 시설을 현대화하고 프로그램을 다양화 할 것이며,남대전등기소 부지를 확보해 중구 노인복지관 신축도 차질 없이 준비할 것입니다.
다섯 번째, 꿈과 희망을 주는 평생교육을 실현하기 위해 앞장설 것입니다.
우리 구는 지난해 11월 조직개편을 통해 문화체육과 내에 평생교육팀을 신설하였습니다.
교육정책분야는 그동안 타구에 비하여 비교적 미흡했던 것은 사실입니다.
금년에는 평생교육 분야에 중장기교육계획을 수립하여 양질의 교육프로그램을 운영할 계획입니다.
주민들에게는 평생교육에 대한 다양한 욕구에 부응하는 맞춤형 프로그램 개발로 평생교육 서비스를 강화하고,공평한 교육의 기회를 제공하여
다른 지역 주민들과의 교육격차를 좁혀가겠습니다.
또한, 대학입시설명회를 개최하는 등 명품 교육 도시, 중구를 재건하기 위해 많은 노력을 할 것입니다.

올해도 국내·외 환경은 그리 녹록지 않을 것 같습니다.
고금리, 고물가, 코로나19는 여전히 우리의 삶을 힘겹게 할 것으로 보입니다.
위기는 곧 기회라고 합니다.
일선 현장에서 주민들의 어려움을 직접 청취하고 해결방안을 다각적으로 모색하여 각종 문제를 적극적으로 해결하고자 한다면 위기는 극복할 수 있습니다.
관행적인 업무, 비효율적인 업무는 과감하게 정비하고,청렴을 기반으로 업무의 효율성 향상과 성과 중심의 경쟁력 있는 행정조직으로 거듭나
구정업무의 신뢰도와 경쟁력을 향상하도록 노력하겠습니다.
