존경하는 39만 세종시민 여러분!
희망찬 2023년 계묘년(癸卯年) 새해가 밝았습니다. 올 한해도 시민 여러분 모두의 가정에 기쁨과 행복이 가득하시기 바라며, 소망하시는 모든 일들이 뜻대로 이뤄지기를 진심으로 기원합니다.
지난해 세종시의회는 출범 10주년의 의미를 되새기고 시민들이 의회에 바라고 기대하는 점을 고민하며 열정적으로 의정활동을 펼쳐왔습니다.
지방의회 위상을 강화하기 위해 저는 대한민국시도의회의장협의회에 ‘지방의회법 조속 제정 촉구 건의안’과 ‘자체감사기구 지방의회 산하 이속 건의안’을 제안하여 만장일치로 안건 채택을 이끌어냈습니다.
또한 2027년 세계대학경기대회의 성공적 개최를 위해 세종시와 초당적 협력에 합의했고, 국회 분원 설치 규칙 제정 및 의정연수원 설치를 촉구하였습니다. 또 상권 활성화 기반 마련을 위한 BRT 역세권 및 금강변 수변상가 건축물 허용용도 완화 결정을 견인하였습니다.
사랑하는 시민 여러분!
새해는 ‘검은 토끼의 해’입니다. 더 멀리 뛰기 위해 잔뜩 웅크린 토끼의 모습처럼 코로나와 원자재 가격 상승으로 인한 경제 위기 등의 난국을 빠르게 헤쳐 나가 진정한 일상 회복의 시대를 맞이할 수 있길 응원합니다.
특히 2023년이 ‘두 마리 토끼를 잡는 원년’으로 우뚝 서길 기대합니다. 국가 균형 발전을 위한 세종시의 눈부신 도약과 정주 여건 개선 및 문화·복지 수요 충족을 통한 시민 만족도 향상이라는 두 가지 목표를 달성할 수 있길 바랍니다.
그런 관점에서 2027년 하계 세계대학경기대회를 공동 유치한 만큼 대회 조직위원회 구성과 재정 확보 방안 마련 등 향후 준비 과정을 적극 지원하겠습니다.
성공적인 대회 개최에 필요한 교통 및 체육 인프라 구축과 선수단 편의시설 확보 등이 순조롭게 이뤄질 수 있도록 의지와 역량을 모으겠습니다. 이 대회를 통해 전례 없는 충청권 도약의 발판을 마련하고 새로운 지방시대의 서막을 열겠습니다.
선언에만 그치지 않은 실질적인 변화의 움직임들도 더욱 활발해져야 합니다. 세종시민들을 포함한 충청권 지역민들은 물론, 많은 국민들이 염원하고 있는 국회 세종의사당 건립 방안을 구체적으로 마련해야 할 시기입니다.
국회는 국회 이전 규모를 국회 규칙으로 정하는 초당적인 논의가 새해에는 활발하게 이뤄지길 희망합니다. 아울러 국가 균형 발전과 국정 비효율 해소라는 국회 이전 취지에 부합하는 국회 전체 이전 방안과 세종 의정연수원 설치에 대해서도 심도 있게 고민해주시길 당부드립니다.
또한 2027년 대통령 세종집무실 완공에 관한 구상과 별도로 현재 정부세종청사에 마련된 대통령 임시 집무공간의 이용 빈도를 늘릴 수 있는 획기적인 방안들을 모색해야 합니다. 국무회의 및 중앙지방협력회의 세종 개최 약속 이행이 그 첫걸음입니다.
수도권 중심 사고에서 벗어나 국가 균형 발전의 상징 도시인 세종시의 역할과 기능을 강화하려면 정치·행정 기능의 단계적 이양이 절실합니다.
세종시의회를 비롯해 중앙 정치권 일각에서 제기하고 있는 법무부·여성가족부 및 감사원 세종 이전, 수도권 소재 14개 정부위원회의 이전 등에 관한 논의가 새해에는 전향적인 방향으로 검토되길 기대합니다.
