[이상래 대전시의회 의장 2023년도 계묘년 신년사]
안녕하세요. 대전광역시의회 의장 이상래입니다.
존경하는 145만 대전광역시민 여러분!
새로운 희망을 품고 힘차게 도약할 2023년 계묘년(癸卯年) 새해가 밝았습니다.
‘가정의 안정과 평화’를 상징하는 ‘검은 토끼의 해’를 맞이하여, 새해에도 시민 여러분 모두 가정 내 두루 평안하고 화목하시기를 기원합니다.
지난 한 해에도 우리는 진정세와 재유행을 반복하는 코로나19 상황 속에서 인내의 시간을 보내야 했습니다만, 그래도 초기 유행 때보다 점진적으로 자유로움과 활기를 회복하고 있어 다행스러운 일입니다.
여러 불편과 답답함 속에서도 성숙한 보건 의식을 바탕으로 질서정연하게 생활 방역에 동참하시는 시민 여러분께 존경과 감사의 뜻을 표합니다.
다사다난했던 지난 한 해를 돌이켜 보면, 현대아울렛 화재 사고와 이태원 참사 등 너무나 안타까운 일들이 있었습니다.
다시는 이와 같은 사건·사고로 인해 시민의 고귀한 생명을 잃는 일이 발생하지 않도록 일상생활에서부터 교통과 산업, 환경, 치안 등에 이르는 모든 영역에서 안전을 담보할 수 있는 제도적 뒷받침과 실질적인 운영·관리·감독의 체계를 확립하겠습니다.
한편 반가운 일들도 있었습니다.
방위사업청의 대전 이전이 공식적으로 확정되었고 세계지방정부총회(UCLG)가 성황리에 개최되었으며 대전-충청권 하계유니버시아드대회의 공동유치에 성공하였습니다.
이 모든 성과는 시민 여러분의 뜨거운 지지와 성원이 있었기에 가능한 일이었으며, 우리 의회는 이에 더욱 힘을 내어 대전시 내 ‘지역 간 균형발전’과 ‘대전형 일자리 창출’ 등을 통한 우리 지역의 재도약과 명실상부한 국제도시로서의 위상을 당당히 세우는 일에 전심전력할 것입니다.
주민자치의 활성화를 통한 지방자치의 완성을 위해 「주민조례 발안에 관한 법률」 및 「대전광역시 시민참여 기본조례」등 관련 법령과 자치법규가 현실 속에서 제대로 구현될 수 있도록 시정은 주권자인 시민의 뜻으로 결정함을 명심하고 필요한 정책과 제도의 마련에도 정교한 의정활동을 펼치겠습니다.
사랑하는 대전광역시민 여러분!
장기화하는 우크라이나 전쟁을 비롯하여 물가상승과 고금리에 따른 어려움이 계속되는 상황입니다. 앞으로도 우리 의회는 시민의 고충민원에 늘 귀 기울이고 어려움을 해소하기 위한 실질적인 방안을 찾아내어 ‘시민이 행복한 날’들이 매일매일의 일상이 될 수 있도록 혼신의 노력을 다하겠습니다.
새해에도 시민 여러분의 아낌없는 성원과 지속적인 관심을 바라며, 건강과 행복이 함께하기를 기원합니다.

The new year of 2023, the year of the cat, has dawned, when we will leap forward with new hopes.
Celebrating the ‘Year of the Black Rabbit’, which symbolizes ‘stability and peace in the family’, I wish all citizens peace and harmony in their families in the New Year as well.
Even last year, we had to spend time with patience in the situation of Corona 19, which repeats calm and resurgence, but it is fortunate that we are gradually recovering freedom and vitality compared to the early epidemic.
I would like to express my respect and gratitude to the citizens who are participating in quarantine efforts in an orderly manner based on a mature health awareness despite various inconveniences and frustrations.
Looking back on the eventful past year, there were so many unfortunate events, such as the Hyundai Outlet fire accident and the Itaewon disaster.
In order to prevent the loss of precious lives of citizens due to incidents and accidents like this again, institutional support and practical operation, management, and supervision to ensure safety in all areas from daily life to transportation, industry, environment, and public order are in place. The relocation of the Defense Acquisition Program Administration to Daejeon was officially confirmed, the World Local Government General Assembly (UCLG) was successfully held, and the Daejeon-Chungcheong Summer Universiade was successfully co-hosted.
All of these achievements were possible thanks to the passionate support and encouragement of citizens, and our council gave more strength to this, leading to the re-leap of our region through 'balanced development between regions' and 'creation of Daejeon-type jobs' in Daejeon. We will do our best to establish our status as an international city.
For the completion of local autonomy through the revitalization of resident autonomy, municipal administration is the responsibility of the citizen, the sovereign, so that related laws and regulations such as the 「Resident Ordinance Proposal Act」 and 「Basic Ordinance on Citizen Participation in Daejeon Metropolitan City」 can be properly implemented in reality. Keeping in mind that decisions are made by will, we will engage in elaborate legislative activities to prepare necessary policies and systems.
