2023년 계묘년(癸卯年) 새 아침이 밝았습니다.
새해에는 군민 여러분 모두, 토끼의 지혜롭고 슬기로운 기운을 받아
모든 가정에 건강과 행운이 함께 하시고 새해 소망하시는 일 모두 이루시길 기원합니다.
끝이 보일 것 같지 않던 코로나도, 단계적 일상회복과 높은 백신 접종률로 기나긴 터널의 끝을 향해 달려가고 있습니다.
하지만 아직 위기는 끝나지 않았습니다.
지금 국내외 정세는 코로나 장기화, 에너지 위기, 경제 불안정 등 앞날을 예측할 수 없으며,
우리군도 저출산 · 고령화로 인해 인구 5만명이 언제 무너질지 모르는 상황입니다.
이러한 위기를 기회로 바꾸기 위해, 군민과 함께 공직자들이 굳은 의지와 신념으로 한 번 더 힘을 모아 뭉치면 어떠한 어려움도 슬기롭게 극복할 수 있으리라 확신합니다.

올해는 군민들의 염원을 담은 통합신공항의 성공적인 추진으로 모두에게 꿈과 희망을 주고,
다가올 2040년까지의 미래비전을 ‘군민과 함께하는 글로컬 시티’로 설정하고 핵심가치를 “의성의 미래에 희망을, 군민에게 행복을, 군정에는 감동을”로 삼아 새로운 백년대계의 초석을
다지도록 하겠습니다.
이를 위해 올해 군정 방향을 일곱 가지 분야로 나눠 말씀드리고, 민선 8기 군민과 함께 새로운 의성을 만드는 도약의 원년으로 만들어 가겠습니다.
첫째, 대구경북 통합신공항으로 미래의성의 기반을 구축하겠습니다.
미래 의성의 경제와 사회를 새롭게 변화시킬 대구경북통합신공항은 2030년 개항을 목표로
우리 군의 역할을 흔들림 없이 추진하겠습니다.
현실성 있는 이주대책을 수립하고 공동합의문 구체화를 위해 최선을 다하겠습니다.
또한, 신공항 배후 경제권을 조성하고, 지역의 미래발전을 실현할 수 있는 공항도시 여건을 마련하겠습니다.
둘째, 청년정책 고도화로 지방소멸위기를 극복하겠습니다.
지난 2019년부터 본격적으로 추진하고 있는 이웃사촌시범마을 사업은 지난 해까지 159명이
창업·창농하는 성과를 보이며,우리에게 새로운 도전과 열정을 갖게 하였습니다.
이를 토대로 청년들의 지속적인 유입과 안정적인 정착을 위해 일자리, 주거, 교육, 문화 등 통합인프라를 구축하여 농촌혁신성장 모델로 만들어 가겠습니다.
청년 살아보기에서 창업까지 연계되는 통합플랫폼을 구축하여 청년 참여기회를 확대하고
정착한 청년들의 경쟁력 강화를 위해 우수 청년 기업을 육성하고 판로개척 등 다양한
지원방안을 마련하겠습니다. 또한 외식창업 플랫폼, 워케이션 센터를 조성하여 청년이 주체가 되는 생태계를 구축하겠습니다.
이를 위해 청년지원 행정조직을 강화하고, 지역형 인재를 육성하여 청년의 지속성장을 위한 지원시스템을 마련하겠습니다.
셋째, 미래전략산업을 육성하겠습니다. 미래먹거리 산업인 바이오산업에 대한 연구와 지원을 통해 경쟁력을 높여 나가겠습니다.
올해 세포배양산업 지원센터 준공을 계기로 2025년까지 바이오밸리 일반산업단지를 조성하고 전문인력 양성과 근로자 정주기반 조성을 위한 워라밸복합문화센터를 추진하겠습니다.
이와 함께 드론 비행시험장과 드론 모빌리티 실증사업으로 드론 산업의 초석을 다지고, 의성펫월드를 기반으로 반려동물 친화도시 조성과 펫푸드, 펫테크 산업의 기반을 마련하겠습니다.
또한 의성만의 특성과 약효를 가진 의성 마늘, 약 개나리, 산수유, 천연초, 작약 등의 지리적 표시제를 추진하고,사업화를 위해 고부가가치제품 개발에도 노력하겠습니다.
넷째, 농축산업 경쟁력을 강화하겠습니다. 농업은 미래산업으로 재인식되고 있는 만큼
미래 먹거리로 아열대 채소 등을 발굴하고, 변화된 소비 트렌드에 따라 통합마케팅을 활성화하여 경쟁력을 높이겠습니다.
3월 개장을 앞둔 로컬푸드 판매장과 함께 푸드플랜 패키지 사업을 단계적으로 추진하여 로컬푸드 생산?유통?소비 선순환체계를 구축하겠습니다. 특히 세계적 추세인 스마트팜을 이용한데이터 농업 확대로, 파종에서 수확까지 디지털화를 위한 기술 보급에 노력하겠습니다
또한, 경축순환농업 체계 확립을 위해 환경축산과로 조직을 개편하고,
환경,농업,축산의 공생시스템을 만들겠습니다.
다섯째, 의성형 보건복지 모델을 고도화 하겠습니다. 지난 2020년 7월부터 시작한 의성형 보건복지를 더욱 고도화하여 주민 밀착형 통합서비스 제공으로 실질적인 복지 사각지대를 해소하겠습니다.
금년 말 국공립 금성하나어린이집을 준공하고 다함께 돌봄센터를 확충하여, 온종일 돌봄 실현으로 언제 어디서나 아이키우기 좋은 환경을 반드시 조성하겠습니다.
스마트 기술을 활용하여 어르신 돌봄을 강화하고 노인 친화형 ‘고령자복지주택’을 추진하여
노인 주거복지 서비스도 추진하겠습니다.
여섯째, 문화적 자산을 관광산업화 하고 군민의 문화 향수를 높여 나가겠습니다.
우리 지역을 찾는 관광객이 매년 증가하고 있습니다. 이는 만들어 가는 관광의 가능성을 보여주는 사례입니다.
현재 금성산을 기점으로 한 전통 수리 시설을 세계중요농업유산으로 등재를 추진하고 의성지질공원이 국가지질공원으로 인증받는 한편,
의성 성냥공장 문화재생사업과 숲속 야영장, 커뮤니티 역사문화 활동공간 조성 등 다양한 문화,자연,역사 유산으로 의성만의경쟁력 있는 관광자원을 확충하겠습니다.
코로나로 인해 아쉬웠던 기획공연과 축제, 문화프로그램 등을 정상화하여 군민들의 문화 향유에 대한 기회를 확대하겠습니다.
또한 의성컬링의 위상이 세계에 알려짐에 따라 컬링 활성화 프로그램과 마케팅을 확대하고,
컬링 남녀 실업팀 창단을 통해 스포츠 명문 도시로 도약하겠습니다.
마지막으로 지역재생과 주민자치로 의성인의 삶을 바꿔가겠습니다.
대구경북통합신공항과 함께 의성권, 봉양권, 안계권을 3대 거점으로, 지역 특성에 맞는 콤팩트 시티를 조성하여 지역균형 발전을 도모하겠습니다.
아울러 의성읍, 봉양, 다인, 금성면의 생활 SOC복합화 사업을 조기 완공하고, 의성읍 주거지 주차장, 마늘 장터 주차장 등 공영주차장을 지속적으로 확대 설치하여 쾌적한 정주 생활 여건을 조성하겠습니다.
이러한 모든 정책이 주민 주도로 실현되기 위해서는 주민의 역할이 매우 중요합니다.
이를 위해 풀뿌리 주민자치를 위한 읍면 주민자치회 운영을 더욱 내실화하고 뿌리가 될 마을자치회를 확대하는 한편, 지역 특성에 맞는 교육 사업 개발로 평생학습도시와 미래교육지구를 더욱 활성화하겠습니다.
또한, 행복의성지원센터의 민관 가교역할을 더욱 확대하여 주민이 변화와 혁신의 주체가 되도록 하겠습니다.

저는 ‘의성에 사는 것’으로도 군민들이 자긍심을 가질 수 있도록 의성군의 위상과 품격을 높이기 위해 최선을 다하겠습니다.
