함안군, 새해부터 매장문화재 참관조사 지원

[브레이크뉴스=양영석 기자] 함안군이 ‘매장문화재 보호 및 주민지원에 관한 조례’를 제정·공포한 가운데 올해부터 함안군민에 한해 문화재 참관조사 비용을 지원받을 수 있다.

해당 조례는 소규모 건설공사 시 매장문화재 관련 전문가의 참관조사에 대해 주민지원에 대한 기준과 절차를 명시한 것으로 매장문화재 관련 전문가가 지하 굴착 시 참관해 땅 속 문화재의 존재 여부를 파악하는 참관조사 비용 지원을 받을 수 있다.

조례에 따르면 함안군에 주소지를 둔 개인은 소규모 건설공사 시 매장문화재 참관조사를 실시할 경우 동일인에 한해 연 1회·최대 50만원 범위에서 실제 소요되는 경비를 지원받을 수 있으며, 참관조사일로부터 60일 이내에 참관조사비 지원신청서와 참관조사 결과보고서를 함안군에 제출해면 된다.

현재 매장문화재 보호 및 조사에 관한 법률에 따라 매장문화재 유존지역에서의 건설행위 시 발굴조사 비용은 소규모 발굴조사 지원사업에 따라 국가에서 지원하고 있지만, 참관조사에 관한 지원은 제외돼 있어 사업시행자가 전적으로 부담해 왔다.

이에 함안군에서는 매장문화재 조사로 인한 사업시행자의 경비 부담을 덜고 문화재 조사에 대한 부정적인 인식을 해소하고자 이번 조례를 제정하게 됐다.

군 관계자는 “매장문화재 유존지역에서의 건설행위 시 사업시행자의 부담을 줄여 향후 자발적 매장문화재 보호로 나아가는 시발점이 될 것”이라고 밝혔다.
