이번 선정으로 병곡면 소재지 일원에 진행되는 재해위험개선사업에 총사업비 380억 원을 투입해 올해 시행하는 병곡지구풍수해생활권(477억), 금호들 재해위험개선지구(304억) 사업과 함께 이뤄져 관내 주요 재해위험지역들의 주민 생활 개선과 생활환경 안정화에 크게 이바지할 것으로 기대된다.
이번 2024년 재해위험개선지구 사업이 확정됨에 따라 병곡면 소재지 일원의 상습 침수지역에는 배수로 및 펌프장신설 등의 사업들이 진행되며, 영덕군은 내년 기본 및 실시설계를 시작으로 2027년도까지 4년간 이를 추진할 계획이다.
이에 영덕군은 설계단계부터 주민들의 의견을 적극 반영하고 민원 사항을 사전에 방지해 이번 사업이 주민들에게 실질적인 도움이 되는 가운데 원활히 추진될 수 있도록 준비에 철저함을 기한다는 입장이다.
김광열 영덕군수는 “기후변화로 인한 자연재해의 다양성에 대처하기 위해 행정과 재정 측면에서 아낌없이 투자하고 지속적인 관심을 기울이겠다”라며 각종 사업으로 인해 불편한데도 적극 협조해 주시는 주민에게 감사를 전했다.
한편, 영덕군은 지난 2018년 콩레이, 2019년 미탁, 2020년 마이삭과 하이선 등 최근 5년 사이 강력한 4개의 태풍이 잇따라 내습해 큰 피해를 본 바 있다.
이에 영덕군은 자연재해를 사전에 대비하는 것의 중요성을 인식하고 행정안전부와 경상북도에 재해위험지구 포함을 적극적으로 건의·설득해 총사업비 2,465억 원을 확보해 9건의 재해예방사업을 진행하고 있다.
또한, 재해예방사업을 추진하지 못하는 상습침수지역 19개 지구에는 대형양수기 23대를 설치해 운영하고, 해안변 월파로 인한 피해를 예방하기 위해 톤백마대와 차수판설치사업 등 복합적인 예방대책을 마련해 주민들의 생명과 재산을 보호하는 적극적인 대처를 시행함으로써 최근 태풍피해를 최소화하고 있다.
