브레이크뉴스 최애리 기자= 국내 주식 공매도가 6일부터 전면 금지됐다. 이는 주식시장 역사상 4번째로, 이번에는 글로벌 투자은행(IB)의 불법 공매도가 적발됨에 따라 제도를 개선하기 앞서 선제적으로 마련된 조치다.
이날 금융위원회에 따르면 공매도는 6일부터 다음해 6월 말까지 8개월 간 유지된다.
금융당국이 공매도 전면 금지라는 초강수를 또 다시 꺼내든 것은 글로벌 IB에서 관행화된 대규모 '무차입 공매도'가 적발되면서다.
공매도란 향후 주가가 하락할 것으로 예상되는 종목의 주식을 빌려서 매도한 뒤 실제로 주가가 하락하면 싼값에 다시 사들여 빌린 주식을 갚음으로써, 그 차익을 얻는 매매기법이다.
현재 유가증권을 보유하지 않은 상태에서 미리 파는 무차입 공매도는 국내에선 금지돼 있는데, 외국계 투자은행들이 고의적으로 이를 활용하다 적발된 것이다.
김주현 금융위원장은 "이스라엘-하마스 분쟁에 따른 증시 변동성이 확대되는 데다 최근 글로벌 IB의 대규모 불법 무차입 공매도 사례가 적발됐다"며 "불법 공매도가 공정한 가격형성을 저해하고 시장 신뢰를 저하하는 상황인 만큼 임시금융위원회를 통해 내년 상반기까지 공매도를 전면 금지하기로 했다"고 전했다.
이에 따라 정부는 공매도 금지기간 동안 공매도 시스템 개선에 나설 방침이다.
특히 개인과 기관 간 담보 비율이나 공매도를 위해 주식을 빌려주는 기간의 차이를 어떻게 해소할지가 핵심이다.
아울러 무차입 공매도 등 불법을 저지른 외국계 투자은행에 대한 전수조사 및 처벌도 강화할 방침이다.
김주현 위원장은 "제도를 원점에서 재검토해 공매도로 인한 불공정 논란이 반복되지 않도록 하겠다"고 강조했다.
이복현 금융감독원장도 "글로벌 IB 전수조사와 위반에 대한 엄정처벌, 무차입 공매도가 원천적으로 발생하지 하도록 제도적 보완이 필요하다"며 "11월 6일부터 20명 인력으로 공매도 특별조사단을 출범해 불법공매도에 대해서는 최대한 과징금과 형사처벌 등 무관용 원칙을 적용해 엄정 처벌할 것"이라고 약속했다.
한편, 공매도 전면 금지가 된 첫날 코스피는 2%대 강세를 보이며 좋은 흐름을 이어가고 있다. 업종 대부분에서 상승하는 가운데 개인 투자자들의 매수세가 유입되고 있다.
