정부는 식당이나 카페 등에서 플라스틱 빨대 등 일회용품 사용 금지 계도기간을 무기한 연장시키기로 한편, 종이컵은 아예 사용금지 품목에서 제외시켰다.
임상준 환경부 차관은 7일 오전 정부세종청사에서 '일회용품 관리방안'을 발표하며 이같이 밝혔다.
이 방안에 따르면 정부는 소상공인 등 이해관계자들과 만나 의견을 수렴한 결과, 플라스틱 빨대의 경우 계도기간을 추가 연장했다. 종이 빨대가 맛을 떨어뜨리고 불편하다는 소비자의 지적과 함께 기존 플라스틱 빨대보다 2배 이상 비싸 자영업자들의 부담이 가중된다는 의견이 반영됐다.
계도기간 연장기간은 따로 종료일을 두지 않아, 업계에서는 사실상 무기한 연장으로 받아들이고 있다. 추후 종이 빨대의 기능이 개선되고, 가격도 저렴해진다면 다시금 논의해나갈 방침으로 전해졌다.

또 종이컵의 경우, 사용을 규제하는 나라가 전무하다시피 하다는 점과 다회용컵을 세척하고 관리하기 위한 부담을 온전히 소상공인이 짊어져야 한다는 지적을 수용해 사용제한 품목에서 제외시켰다.
다만 환경부는 종이컵 대신 다회용컵의 사용을 권장하는 '일회용품 줄이기' 운동은 지속해서 펼쳐나갈 계획이다.
아울러 비닐봉투 사용 금지는 예정대로 오는 23일 계도기간이 종료된다. 하지만 이 역시 단속을 통한 과태료 부과보다는 대체품 사용 문화를 정착시키는 방향으로 노력해나갈 예정이다.
