'혁신(革新)'이 뭘까? 한자 말을 풀면, 몸을 위해 가죽을 벗겨 새롭게 한다는 뜻이다. 가죽을 벗긴다면? 고통이 수반된다. 가죽을 벗기니 피가 줄줄 흐를 것이다.
최근, 국민의힘 혁신위원회(전 위원장 인요한 박사)가 활동을 마쳤다. 국민의힘은 집권 여당이다. 혁신위원회는 집권 여당의 혁신을 한다고 활동했었다. 그 혁신위원회가 과연 혁신다운 혁신을 마무리하고, 그 임무를 마감했을까? 의문이다.
혁신을 한반도에 대입한다면. 과연 혁신이 무얼까? 남북한은 1948년 두 국가를 수립, 분단 시대로 접어들었다. 분단민족에 있어 가장 큰 혁신은 뭘까? 갈라진 민족이 하나 되는 게 가장 큰 혁신일 것이다. 여기에 덧붙여, 그 혁신의 목적을 달성하기 위해, 남한 내부의 영호남 갈등, 즉 남남갈등(南南葛藤)을 극복하는 게 또 다른 혁신일 것이다. 남북이 하나 되기 이전에 남한 내부의 지역 간 갈등, 즉 영호남 간의 치열했던 갈등이 치유돼야만 한다.

국민의힘, 집권 여당이 혁신위원회를 출범시킨 이후 활동을 했었는데, 그 기간에 어떤 혁신의 업적을 남겼을까? 의도는 신선했으나 그 결과는 미미했다. 외부로 들어나기엔 TK(대구-경북)-영남지역의 다선(多選) 정치인들의 험지(險地)출마 메시지가 핵(核)이었다. 다선(多選) 의원, 즉 정치전문 의원을 내쫒는 게 혁신이라고? 아닐 것이다.
필자의 혁신론은 그 시각이 다르다. 남북한의 하나됨. 남한 내부의 하나됨이 '최대의 혁신'이라는 생각이다. 통일의 성취, 남한 내부의 국민통합이 혁신의 방향이어야 한다는 의미이다.
김대중 전 대통령이 이끌었던 평화민주당은 지난 1990년 11월 함평-영광 재보궐선거 때 TK(경북 칠곡) 출신이었던 이수인(이수성 전 국무총리 동생)을 영입 공천, 당선 시켰다. 남남갈등(영호남 지역감정)을 해결하는 한 선택이었다.
2024년 4월10일 총선을 앞두고, 공천을 위한 내부 활동이 활발해졌다. 각 당은 12월12일부터 후보등록을 시작한다. 이런 시기에 집권 여당인 국민의힘이 이런 전례를 벤치마킹하면 어떠할까?
필자는 구체적으로 혁신 시나리오를 설정, 제시한다. 오는 총선에 영남지역에서 인기가 많은 호남출신들을 TK지역을 후보로 공천하는 안(案)이다. 예를 든다. 한화갑 전 민주당 당 대표(전남 신안출신), 또는 최근 국민의힘 혁신위원장을 했던 인요한 박사(전남 순천출신) 등을 TK지역 후보로 영입, 출마케 하는 시나리오를 상정(上程)할 수 있다. 한화갑 민주당 전 대표는 TK출신 박근혜 전 대통령 후보를 지지했다. 호남 인재의 고른 등용, 지역감정 철폐를 지지의 조건으로 내걸었다. 김대중 전 대통령은 자신을 죽이려 했던 박정희 전 대통령을 용서했다. 한화갑 전 민주당 당 대표는 김대중의 영호남 화합정신을 박근혜 후보에게 투사했다.
인요한 박사는 국민의힘 혁신위원으로서 이 위원회를 이끌면서 당의 쇄신을 촉구했다. 이런 호남 출신 정치인들이 TK지역에 출마-당선되어 정치권에 입성한다면, 국민통합의 새 시대를 여는 효과가 뒤따를 것이다. 영호남 합작정치-국민통합 정치라는 혁신의 정치시대가 열릴 것이다.
정치에서 혁신이란 거듭남을 의미한다. 한국의 보수정당인 국민의힘은 혁신을 통해 거듭나야 한다.
