인천광역시 유정복 시장이 신생아가 18세 미성년자를 벗어날 때까지 총 1억 원을 지원키로 자치단체장 처음으로 결정했다. 적다? 많다? 인플레와 교육 현장에서 느끼는 양육지원으로는 적어도 매월 백만 원은 돼야 한다. 총 2억 1천6백만 원이면 현실성 있다. 부모가 휴직 암묵적 퇴사 종용에 비추어 수입이 반쪽이 되면, 결국 한 달에 50만 원 지원하는 셈이 된다. 실업자 부모가 매월 50만 원으로 생활과 자녀 양육을 병행한다는 것은 불가능하다.
기왕에 팔을 걷었으니, 청춘남녀가 결국 결혼하고 출산해서 국가의 미래를 위한 산업일꾼으로 성장시키는데 시원하게 지원해줬으면 한다. 급하지 않은 예산을 줄이든지, 지방세를 늘리고 국비 지원을 받으면 가능한 일이다.
윤석열 대통령은 여사 문제로 끙끙 앓고, 야당 당 대표 사법 리스크로 시끄럽다. 이런 가운데 부부의 자녀양육을 위한 반쪽의 지원책이라도 낸 것은 참으로 다행이다. 쌍수를 들어 환영할 일이다. 이념과 정쟁을 넘어서 시급한 생활 정치로 돌아선 유정복 시장의 결단은 높이 평가될 일이다. 인천광역시를 넘어 정부와 모든 지자체가 서둘러 따를 일이다. 사람이 정치적으로 장수했다는 것보단, 무슨 일 혹은 결정적 한 방이 있었는지가 중요하다. 진영을 떠나, 시 재정에서 크게 지출돼야 할 사안임에도 좌고우면하지 않고 1인당 1억 양육비 지원 결정은 정치권이 가야 할 목표를 잘 세웠다고 본다. 방향을 정했으니, 매월 100만 원씩 18세까지 지원하면 총 2억 1천6백만 원으로 증액했으면 한다. 그렇게만 된다면 신생아출생률은 10년 내 1.5명으로 상승할 것이다.
가임기의 신혼부부 출산연령이 남자 40세 여성 35세 이상으로 높아져 난임 전치태반 등이 뒤따라 시험관 수정 및 제왕절개 수술이 날로 느는 시점이다. 이 비용이 적게 천만 원에서 수천만 원이 든다. TV에서 나오는 부부 육아휴직 중 알콩달콩한 모습은 급여와 복직이 공무원이나 대기업에 국한되어 전체 출산가정의 5%도 못 미친다.
고액의 출연료를 받는 연예인조차 무대 뒤로 사라지는 상실감이 두려워 50이 넘은 싱크족들이 허다하다. 결혼 후 나이 들어 캐스팅이 안 되면, 떨어지는 낙엽처럼 잊히고 막대한 고수입은 바늘에 찔린 풍선이 되니 결혼을 포기한다. 비교적 안정된 직장을 갖고 있어도 주택 마련 및 휴직 퇴직에 따른 경제난에 임신을 인위적으로 미룬다.
시중에 우스갯소리로 미혼모가 국가 성장 동력인 신생아를 치열한 인간 시장에 내놓아 국가 인구정책의 일등 공신이라 이구동성 말한다. 그 고귀한 생명에게 뉠 원룸 분유 해열제값이 없어서 경제적 공포에 사로잡힌 어린 엄마들 수십 명이 낳은 아기를 한해 목 졸라 죽인다. 그 후유증은 오래가며, 남편 아기 자신 등 세 명의 여생을 지옥으로 바꿔놓는다.
이 사회의 커다란 연못에 독약을 풀어놓는 것이고, 유사한 상태의 미혼모들에게 악마의 관습을 모방하게 만들어 국민의 가슴에 주홍글씨 생채기를 낸다. 왜? 아무도 도와주지 않았고, 축복받을 엄마와 아기를 모두가 손가락질하는 것이 두려웠을 것이다. 뭉크의 ‘절규’에서처럼 손가락으로 눈을 가렸지만, 가련하고 두려운 상황을 외면한, 우린 미혼모들에게 방관자적 범죄자다. 국민 70% 이상이 저임금 은행 부채 불완전 고용에 시달리는 상황에서, 마음만 풍성하고 빈 주머니에 먼지만 날린다.
이제 국가가 저출산 미혼모 문제로 인구감소 운운할 게 아니라, 국가가 미성년자를 탈출하는 18세까지 스파르타처럼 먹이고 교육하는데 팔을 걷어붙여도 늦은 시점이다. 여기저기 언론 패널들은 인구감소에 대한 우려를 갑론을박하지만, 그 사람들은 곧 기득권으로서 박사급 이상의 명예와 부를 누려서, 필연적으로 따를 복지세엔 가는 헛기침으로 답변을 면피한다. 미혼모 부부를 출연시켜 당장 호구지책을 국가가 마련해주고 부족한 것을 도와주면 될 일을 꾸물거린다.
국가 공인기관에서 발표한 미성년자 양육비(18세까지)는 약 3억 6천만 원으로 추정한다. 아동 1인당 양육비가 한 해 천2백만 원이고, 둘이면 2천4백만 원이 든다. 이 비용 중에서 가장 많이 드는 비용은 학원비 교통비 통신비 등 교육에 관한 것이다. 60% 이상 비용이 교육비로 지출된다. 홑벌이 가정에서 18년간 매월 100만 원이 양육비로 드는 상황은 영혼을 쥐어짜도 안 되는 수입으로 자녀 지원이 불가하다. 맞벌이는 그나마 낫다지만, 늙은 부모에게 ‘돼지 사료 주듯’ 안전만 캐어하니, AI시대에 조기교육은 애당초 부실하여 경쟁에서 뒤처지는 건 불문가지(不問可知)다.
옛날에는 가난의 평균화와 제조업 손 부족으로 그야말로 ‘몸만 건강하면 먹고 산다’고 부모님은 늘 훈계 격려했었다. 지금은 지식과 부의 불평등으로 ‘자크와 콩나물’ 동아줄에 매달려 떨어지면 죽는 고용시장 상황이다. 자식이 희망의 씨앗이 아니라 불안과 근심덩어리로 커 가는데 어느 부모가 그 불확실성에 적금 깨고 집 줄여 투자하겠는가?
1950년대 출생자의 80%는 초등학교 출신이다. 1960년대 출신자는 도시에선 중졸 80% 농어촌에선 중졸 50%가 넘는다. 1970년대 출신자는 고졸이 80% 정도고, 1980년대 출신자는 대졸이 80% 정도다. 1990년대부터는 대졸 90%, 2000년대 이후 출생자는 거의 95% 이상이 대졸이다. 현재는 초등학교와 대학교가 신입생이 없어 폐교가 늘어가므로 100% 대학교에 입학할 수 있는 상황이다.
고도로 전문화된 특기를 스스로 얻지 못하면, 피시방 게임보이나 편의점 알바 목숨 건 배달업으로 무화과처럼 살다 시들어 가니 이건 국가적 비전 부재요 범죄적 방치니, 대책보단 정책 즉각 실현이 필요하다.
신생아가 18세 미성년자를 벗어나기 전까진 소비의 주체다. 그러나 미래를 위한 투자요, 기업 다음으로 노동을 통한 성장동력으로 성장하니 장기 적금 차원에서 국가는 팔을 걷어붙여야 한다. 국가와 가정이 반반(半半) 부담하는 차원에서 접근하면 5년 이내에 인구성장률을 1.2% 이상 달성할 수 있다. 연구기관의 18세까지의 총양육비 1인당 3억 6천의 절반, 즉 1억 8천을 18년간 나눠 한 달에 100만 원 정도를 지급하면 된다.
70만 명의 신생아에게 18억의 매년 매월 분할금 150만 원이면 인구감소는 막을 수 있다. 국가재정은 매년 7조 원 정도니, 그간 엉뚱한 데 소비한 보건복지부 정책을 뒤집어 까보면 탁상행정의 폐해와 재정 비효율 낭비한 걸 알 것이다. 취업난이 문제니, 대학 반값 등록금 한 해 7조 정도 예산 편성하면, 졸업생 신용불량자 양산도 당장 막을 수 있다.
폐교하는 학교 터엔 아파트나 상업용 건물을 지으면 교육재단은 재벌이 된다. 자본가는 남산 산등성이에 지은 밀레니엄힐튼호텔처럼 야경 전망이 좋은 네모반듯한 호화건물주로 변신할 수 있다. 지목변경으로 폐교 소유주가 관공서에 로비를 원천 차단하고, 절대적으로 부족한 시립 공립 놀이방 유치원으로 사용 용도를 제한하면, 부모들이 접근성과 신뢰도가 높아 만세를 부를 것이다. 운동장이 크니 주차장도 펜스로 격리하면 일거양득이다.
부(富)의 양극화 안정된 일자리 부족, 소득의 최저임금 부근을 오가는 절대다수의 부모에게 ‘임신과 출산’을 공영매체로 쌍 나발 불어도 소용없는 전파 낭비다. 인구감소니, 성장동력 저하와 노령화로 후대 세금 부담 문제로 경제 파산이 우려되는 지금, 그래도 부자인 대한민국 정부가 자녀 양육비 국가지원에 적극 나서야 한다. 연구기관의 1인당 18세까지 양육비가 3억 6천만 원이다. 그 절반인 1억 8천만 원을 국가와 자녀 양육 중인 가정이 반반 부담하며, 매월 100만 원을 자동 입금해 주면 된다.
매년 70만 명 신생아에게 지급할 양육비 총액은 7조 원 정도다. 저성장 고용불안 시대 위기에 처한 대학생 반값 등록금 또한 즉각 실행하면, 역시 7조 원 정도 소요된다. 1년 예산 650조가 넘는 선진국 반열의 대한민국이 총예산의 0.021% 정도를 아기와 대학생에게 쓴다고 욕할 국민은 드물 것이다. 150만이 넘는 외국인이 3D업종에서 연간 30조 원이 넘는 돈을 모국에 송금하고 있다. 옛말에, 일 년을 편히 살려면 곡식을 잘 가꾸고, 십 년의 계획을 잘 이루려면 나무를 잘 심고, 백 년을 잘 살려면 교육에 힘쓰라는 경구가 있다. 안보 외교 국방 다음으로 국가가 중시할 것은 의료 교육 양육에 대한 적극적 개입이다. 국회의원들 외유 견학은 무엇보다도 발등의 불인 인구감소니, 서유럽 북유럽 국가로 몰려가 정책을 베껴 오기라도 할 일이다. 복지가 과도하지만 아무도 그 나라 국민은 정부를 좌파니, 공산주의라 하지 않는다. 이념 위에 생계가 우선이고, 특히 신생아감소는 결국 복지와 분배의 강화만이 답이다. 신생아는 편의점 허니 감자칩처럼 쉽게 사고팔 물건이 아니다. 미성년자까지, 즉 18세까지 가정소득의 절반이 소요되니 신혼부부는 고통을 감수할 여력이 없다. 아기로 인해 18년간 일상이 고통과 혼돈의 나락으로 추락한다.

이제 국가가 나서서 어린이들을 양육하고 인구 감소와 성장동력을 막는 차원에서 매월 1인당 100만 원 정도를 지급한다면 ‘올 클리어’ 될 수 있다. 신혼부부가 임신과 출산에 용감해지도록 양육비 지원의 구원 밧줄을 내려줄 때이다. 늦어도 너무 늦었다…. samsohun@naver.com

The government and all local governments, beyond Incheon Metropolitan City, must quickly follow suit. What is more important is whether something happened or a decisive move was made rather than whether a person lived a long political life. Regardless of the camp, I think that the decision to support 100 million won per person in child support without giving up on the issue even though it is an issue that requires a large amount of expenditure from the city's finances is a good goal that the politicians have set. Now that the direction has been decided, I would like to increase the total support to 216 million won by providing 1 million won per month until the age of 18. If that happens, the newborn birth rate will rise to 1.5 within 10 years.
The age of childbirth for newlyweds during their childbearing years has risen to over 40 for men and 35 for women, leading to infertility, placenta previa, etc., and the number of in vitro fertilization and caesarean sections is increasing day by day. This cost can range from tens of millions to tens of millions of won. The sweet images of couples taking childcare leave on TV are limited to government employees and large companies with pay and reinstatement, so they cover less than 5% of all families giving birth.
Even celebrities who receive high salaries have many people over 50 who are afraid of the loss of disappearing off stage. If you get older after marriage and are not casted, you will be forgotten like falling leaves and your huge high income will become a balloon pierced by a needle, so you give up on marriage. Even if they have a relatively stable job, pregnancy is artificially postponed due to economic difficulties caused by housing purchase and retirement from work.
There is a common joke in the market that single mothers are the number one contributors to the national population policy by selling their newborns, the driving force of national growth, into the fierce human market. Dozens of young mothers, obsessed with economic fears, strangle their babies every year because they cannot afford the fever-reducing medicine for the powdered milk in their precious lives. The aftereffects are long-lasting, turning the remaining lives of her three children, including her husband, the baby, and herself, into hell.
It is releasing poison into the large pond of this society, and making single mothers in similar situations imitate the devil's customs, putting a scarlet letter on the hearts of the people. why? No one helped, and everyone was afraid of pointing fingers at the mother and baby who were about to be blessed. As in Munch's 'The Scream', we cover our eyes with our fingers, but we are bystanders and criminals who ignore the pitiful and scary situation. In a situation where more than 70% of the population suffers from low wages, bank debt, and underemployment, people only have empty hearts and empty pockets, throwing dust.
It is now too late for the country to roll up its sleeves to feed and educate minors like Spartans until they are 18 years old, rather than talking about population decline due to low birth rates and single mothers. Media panelists here and there debate concerns about population decline, but these people, as vested interests, enjoy fame and wealth above the doctoral level, so they avoid answering by clearing their throats about the welfare tax that will inevitably follow. By featuring a single mother couple, they are delaying what could have been done if the government immediately provided financial support and helped them with their shortcomings.

Among these costs, the most expensive are related to education, such as academy fees, transportation costs, and communication costs. More than 60% of the cost is spent on education. A single-income family costs 1 million won per month in child support for 18 years, making it impossible to support their children due to the soul-crackling income. It is better to have a dual income, but since they only care about safety ‘like feeding pigs’ to old parents, it goes without saying that in the AI era, early education is poor from the beginning and falls behind in the competition.
In the past, due to the average level of poverty and the shortage of workers in the manufacturing industry, parents always admonished and encouraged children by saying, ‘As long as you are healthy, you can make a living.’ Currently, the employment market is in a situation where you will die if you fall from the ‘Jacques and Bean Sprouts’ rope due to inequality in knowledge and wealth. When a child grows up not as a seed of hope but as a bundle of anxiety and worry, what parent would break their savings and invest in a smaller home due to the uncertainty?
80% of those born in the 1950s graduated from elementary school. In the 1960s, 80% of people graduated from middle school in cities, and more than 50% of people graduated from middle school in rural areas. About 80% of those born in the 1970s are high school graduates, and about 80% of those born in the 1980s are college graduates. If the owner of a closed school is blocked from lobbying government offices due to land use changes and the use is limited to municipal public playrooms and kindergartens, which are absolutely insufficient, parents will cheer because of the high accessibility and reliability. Since the playground is large, isolating the parking lot with a fence kills two birds with one stone.
With the polarization of wealth, lack of stable jobs, and the vast majority of parents whose income hovers around the minimum wage, it is a useless waste of airwaves to promote ‘pregnancy and childbirth’ through public media. Nowadays, when there are concerns about economic bankruptcy due to the tax burden on future generations due to population decline, slowing growth engine, and aging population, the government of South Korea, which is still rich, must actively take steps to provide state support for child support. The cost of childcare for each person at the research institute until the age of 18 is 360 million won. Half of that, 180 million won, is borne by the government and the family raising the child, and 1 million won can be automatically deposited every month.

Next to security, diplomacy and national defense, the next important thing for the country to consider is active intervention in medical education and childcare. Above all, the overseas field trip for members of the National Assembly is a sign of population decline, so they should flock to Western and Northern European countries to copy their policies. Although welfare is excessive, no one in that country calls the government leftist or communist. Livelihood comes first over ideology, and in particular, strengthening welfare and distribution is the only answer to the decline in newborns. Newborn babies are not something to be bought and sold as easily as convenience store honey potato chips. Newlyweds cannot afford to suffer because half of the family income is spent on minors, that is, until the age of 18. Because of the baby, 18 years of daily life falls into an abyss of pain and chaos.
Now, if the government steps in and pays about 1 million won per person every month to raise children and prevent population decline and growth engines, it can be ‘all clear’.
