세종시의회는 12일 의회청사 1층 대회의실에서 ‘세종형 자율방범대 활성화를 위한 연구모임’을 발족하고 연간 활동 계획 등을 논의하는 간담회를 진행했다.
이번에 발족된 연구모임은 지난해 4월 자율방범대 설치 및 운영에 관한 법률 제정ㆍ시행 이후 제기된 치안 수요에 대비하기 위해 구성됐다.
지역 안전에 대한 주민의 책무성을 높여 세종형 자율방범대 활성화 방안을 마련하는 것을 목표로 타 시도 자율방범대 견학과 연구용역 추진 등 단계별 세부 계획을 오는 11월 말까지 이끌어낼 계획이다.
이현정 대표의원을 비롯해 김동빈, 김충식, 유인호 의원을 비롯해 충남도립대학교 곽영길 교수, 대전세종연구원 김흥주 선임연구원, 서원대학교 김영식 교수, 세종경찰청 홍성표 범죄예방대응과 지역경찰팀장, 세종경찰청 인권위원회 도이현 위원장 등 전문가로 구성됐다.
이날 간담회에서는 세종시 자치경찰위원회로부터 자율방범대 운영 현황에 대해 사전 설명을 듣고 연구모임의 추진 계획과 향후 추진 방향에 대해 서로의 의견을 교환했다. 아울러 자율방범대 활성화를 위한 민관협력의 새로운 모델 구축 방안에 대해 논의하는 시간을 가졌다.
이현정 의원은 “현재 우리시는 지역 안전에 대한 치안 수요가 폭발적으로 증가하는 가운데 올해 초 자율방범대 운영 업무가 자치경찰위원회로 이관됐다”면서 “세종경찰청과의 협력 치안 거버넌스 구축이 절실히 요구되고 있어, 현실적 대안인 민관협력의 새로운 모델을 제시하고자 한다”며 활동 계획을 밝혔다.
한편, 연구모임은 시정발전과 교육행정의 연구개발을 목적으로 의회사무처에 등록된 단체로 의원 3명 이상과 교수, 전문가 등을 포함한 회원들로 구성됐으며, 지난 제87회 임시회 의회운영위원회로부터 연구 활동 계획을 승인받았다.
