윤석열 대통령이 15일 "사회적 약자를 더 촘촘하고 두텁게 챙기고 더 많은 나눔이 실천될 수 있도록 고쳐야 할 제도·관행을 과감하게 개선해 나가겠다"고 밝혔다.
윤 대통령은 이날 용산 대통령실 청사에서 열린 '제13기 국민추천포상 수여식'에서 "약자복지를 국정운영 핵심 기조로 삼아 많은 노력을 기울이고 있다"며 이같이 말했다. 국민추천포상은 국민들 추천을 받아 공로자를 선정하는 가운데 국민이 직접 뽑는 유일한 포상이다.
윤 대통령은 "국민추천포상은 국민이 직접 추천하고 심사에 참여해 수상자를 선정하는 매우 특별한 상"이라며 "그래서 그 어떤 상보다 의미가 크고 명예로운 상이라 생각하며 사회 곳곳서 사랑·나눔을 실천하신 여러분께 국민 이름으로 상을 드리게 돼 큰 기쁨이고 영광"이라고 말했다.
또 "늘 자유·연대를 강조해 오고 있다"며 "자유는 함께 우리 모두가 자유민이 돼야 하는 것이며 어려운 여건·부족함 있는 분들에겐 함께 나눠 모두가 자유를 누려야 하는 것"이라고 강조했다.
이어 "자유·연대라 하는 건 멀리 있는 게 아니며 함께 모두가 자유를 누릴 수 있도록 돕는 게 박애·연대 정신"이라며 "이미 여러분께선 나눔·봉사를 통해 일상생활 속에서 이 자유·연대 가치를 실천해 오셨다"고 말했다.
그러면서 "사회 구석구석까지 따뜻한 온기가 퍼지도록 여러분들께서 힘 보태주시길 부탁드린다"며 "다시 한번 이웃을 위해 헌신하신 여러분들께 축하 말씀을 드리며 늘 건강하시고 행복하시길 기원한다"고 덧붙였다.
이날 수여식에서 필리핀에서 30여 년의의료봉사로 마지막 호흡까지 바쳤던 '필리핀의 한국인 슈바이처' 고 박병출 원장에게 국민추천포상 제도 최고 훈장격인 '국민훈장 모란장'이 추서됐다.
또 국내 과학발전을 위해 한국과학기술원(KAIST에 100억 토지를 기부한 고 곽성현 전 한국링컨협회 이사장에겐 '국민훈장 석류장'이 추서됐다.
더불어 28여 년간 아동보호시설을 운영하고 있는 '무의탁 아동청소년 대부' 허보록 신부에게 '국민훈장 석류장'이 수여되는 등 사회 다양한 분야서 헌신한 이웃들에게 포장·표창이 수여된 가운데 윤 대통령은 함께 기념 촬영하며 감사·축하의 뜻을 전했다.
