브레이크뉴스 정명훈 기자= 선거 판세 예측 적중률이 높았던 지상파 방송 3사가 진행하는 출구조사가 이번 4·10 총선에서도 그 명성을 이어갈지 이목이 집중되고 있다.
한국방송협회 산하 방송사공동예측조사위원회(KEP)는 지난 9일 보도자료를 통해 "지상파 방송 3사(KBS, MBC, SBS)는 어려운 대내외적 여건 속에서도 신속한 선거 예측을 통해 국민의 알 권리와 선거 피로감 해소, 공정한 선거관리에 대한 검증이라는 공적책무를 수행할 것"이라고 밝혔다.
'제22대 국회의원선거 방송3사 공동출구조사'는 한국리서치, 코리아리서치, 입소스주식회사 3개 조사기관이 수행한다. 총 사업비는 72억8000만원이 소요된다.
해당 조사기관들은 선거당일 오전 6시부터 오후 6시까지 전국 2000여개 투표소에서 투표자 약 50만명을 대상으로 조사를 실시한다.
김춘석 한국리서치 여론조사부문장은 전날(9일) 한 라디오 인터뷰를 통해 "통상 한 선거구에 평균 55개 정도 투표소가 있다"며 "그중에 랜덤하게 7~8개 투표소를 뽑고, 해당 투표소에서 투표를 마치고 나오는 사람들 중 매 5번째 사람을 대상으로 조사를 한다"고 설명했다.
이어 "그렇게 되면 1개 투표소에 대개 한 3000명 내외 적으면 1000명 내외가 뽑힌다. 전국에 1만4000여 개 투표소가 있는데 이중 2000개 투표소를 나가서 출구조사를 한다"며 "총 표본수는 투표율에 따라 다르지만 40만명에서 50만명 정도 된다"고 말했다.
조사 결과는 선거마감 시각인 오후 6시 방송3사를 통해 동시에 공표된다.
출구조사 결과 인용은 매체 형태에 상관없이 지상파3사에서 모두 공표된 지역에 한 해 상당한 시간차를 두고 인용해야 한다는 게 원칙이다.
출구조사를 위해 막대한 비용이 투입된 만큼, 방송3사 허락 없이 출구조사 결과를 인용한 것은 '부정경쟁방지 및 영업비밀 보호에 관한 법률'을 위반한 불법으로 간주된다. KEP측에서도 무단 인용보도에 대해 적극적인 법적대응을 예고했다.
