세종형 ‘자율방범대 활성화를 위한 치안 거버넌스 구축 용역’의 착수 보고회가 7일 열렸다.
세종시의회 ‘세종형 자율방범대 활성화를 위한 연구모임은 이날 의회청사 대회의실에서 ’ 제3차 간담회를 열고 ‘자율방범대 활성화를 위한 치안 거버넌스 구축 용역’의 착수 보고를 청취했다.
연구용역은 대한지방자치학회가 맡았으며 지역맞춤형 자율방범대 운영 방안 및 치안 민관협력 모델과 조례 개정안 제시 등을 위해 세종시의회 주도로 6개월간 진행된다.
착수보고회에서는 지난해 ‘자율방범대 설치 및 운영에 관한 법률’ 개정과 함께 소관부서가 자치경찰위원회로 이관되면서, 세종경찰청과 새로운 민관협력 치안거버넌스 모델 구축이 필수적임을 강조했다.
더불어 지역 주민의 적극적 참여를 유도하는 방안 마련을 위한 사례 중심의 실증분석에 연구 역량을 집중한다는 의견도 모았다.
또, 착수 보고에 이어 충남 아산시자율방범연합대를 방문해 자율방범대법 개정 이후 지역 치안활동 환경 및 대원들의 의식변화에 대해 논의했다.
투명하고 체계적인 내부 운영을 위한 간사제도 도입 등 우수 사례도 공유했다.
이현정 대표의원은 “이번 연구용역을 통해 획기적인 치안 성과 방안이 도출될 것으로 기대한다”며 “논의된 사안들을 향후 세종시 자율방범대 여건 개선과 시청ㆍ경찰ㆍ시민단체가 참여하는 새로운 모델 구축에 적극 활용할 수 있도록 연구모임 회원들과 함께 최선을 다하겠다”고 말했다.
한편, 이번 연구용역에 대한 중간보고는 연구모임 회원들이 논의한 내용과 연구진들의 실증분석을 토대로 오는 9월경 이뤄질 예정이다.
