세종시 지방시대위원회와 국가균형발전지원센터가 공동 주최하는 ‘지방시대 선도를 위한 균형발전 정책세미나’가 28일 메타45카페에서 시민과 경제 관련 전문가 80여 명이 참석한 가운데 개최됐다.
기회발전특구를 중심으로 세종시 경제·산업 전반에 대한 균형발전 방안을 마련하고 향후 방향을 모색하고자 개최된 세미나에는 시민과 경제 관련 전문가 80여 명이 참석했다.
이날 세미나는 정부 기회발전특구 추진계획, 세종시 기회발전특구 계획에 대한 발제, 종합토론 및 시민 의견 청취 순으로 진행됐다.
발제에 앞서 참여자들은 ‘세종지방법원 환영’, ‘명실상부한 대한민국 제2의 수도 완성’이 적힌 피켓을 들고 세종지방법원 설치를 염원하는 퍼포먼스를 진행했다.
이날 김송년 산업연구원 지역정책실장은 정부 기회발전특구 추진계획 발표를 통해 균형발전을 저해하는 구조적 문제, 윤석열 정부 지역균형발전 국정과제, 기회발전특구 추진 방안 등을 전달했다.
이어 배동수 세종테크노파크 팀장이 세종시 기회발전특구 비전·목표, 추진전략, 추진체계 및 지구별 세부계획 등 시 기회발전특구 계획을 소개했다.
발표 이후에는 허문구 시 지방시대위원회 경제·산업 분과위원장을 좌장으로 지방시대 선도를 위한 세종시 경제·산업 육성 방안에 대한 열띤 토론이 벌어졌다.
이날 토론에서는 기회발전특구를 성공적으로 이끌기 위해 사이버보안, 모빌리티 등 관련 산업의 집적을 통한 기술혁신 주도가 필요하다는 의견이 나왔다.
또 전문 인력 양성을 통한 창업 생태계 마련, 민간기업의 적극적인 참여 유도 등 다양한 의견이 제시됐다.
이밖에 언론에서 바라본 경제산업 개선 필요 분야와 개선 방안, 국가균형발전 차원에서의 경제·산업 육성 방안, 기업하기 좋은 환경 조성 방안 등도 논의됐다.
시는 이날 세미나 결과를 토대로 기회발전특구 계획안을 보완하고 시 지방시대위원회 심의를 거쳐 산업부 등 중앙정부에 계획안을 제출할 계획이다.
이승원 경제부시장은 “세종시가 미래산업을 선도하는 자족경제도시로 발전하기 위해 경제·산업 측면의 부흥을 이뤄낼 필요가 있다”며 “지방시대를 선도하는 제2의 수도로 도약하기 위해 노력할 것”이라고 말했다.
한편 세종시는 이번 세미나를 시작으로 자치발전, 교육·대학혁신, 지역활력 분과 등 시 지방시대위원회 각 분과가 주체가 된 세미나를 지속 개최할 예정이라고 밝혔다.
