대통령실이 16일 더불어민주당 등 야당이 추진하는 '윤석열 대통령 탄핵 청원' 관련해 "대통령실은 그동안 위헌 소지가 있는 사안엔 타협하지 않았다"고 밝혔다.
대통령실 관계자는 이날 용산 대통령실에서 취재진과 만나 향후 대통령실 대응 계획 관련 질의에 "이번 탄핵 청원이 헌법 65조에 규정된 사유에 부합 않는다"며 이같이 전했다.
해당 조항은 '대통령·국무총리·국무위원 등 기타 법률이 정한 공무원이 직무집행에 있어 헌법이나 법률을 위배한 때엔 국회는 탄핵 소추를 의결할 수 있다'고 규정하고 있다.
그러면서 "야당이 주장하는 탄핵 5가지 사유 중 여사 주가조작 의혹은 대통령과 결혼 전 사건"이라며 "또 수사·재판 중인 사건들은 국회법상 청원 대상이 아니다"고 지적했다.
또 "대북 확성기 방송 재개는 국가 안보를 위한 대통령 결정 사항인데 탄핵 사유에 넣은 것은 문제"라고 밝혔다.
더불어 "정치권에서도 중대한 위헌·위법한 하자를 이유로 헌법재판소에 권한쟁의심판을 청구했고 효력정지가처분도 신청한 상태"라며 "정치권 논란이 있는 만큼 국회 상황을 지켜봐야 한다"고 전했다.
한편 개각 관련해선 "윤석열 정부는 인사를 국면 전환용으로 활용하지 않는다"며 "개각 시기는 별도로 정해진 건 없다"고 전했다.
이어 "필요한 자리, 적합한 인재에 대해 검증이 끝나는대로 순서대로 대통령 재가가 있을 예정"이라며 "언제 어떤 규모로 발표한다는 건 당장 말씀드리기 어렵다"고 전했다.
또 순천향대 천안병원 응급실 파행 관련해선 "확인해보니 셧다운은 아닌 단계별로 정상화 플랜을 갖고 기능을 유지한 채로 추가채용을 추진하고 있는 것"이라며 "우려할 만한 케이스는 아니다"고 전했다.
그러면서 "원래 있던 전문의 중 일부가 다른 병원으로 갔는데 신규 전문의 채용 과정서 병원 경영측과 기존 전문의 간 처우 문제로 갈등이 있었던 것"이라며 "이 사안은 순천향대 병원에 한정된 상황"이라고 전했다.
