6일 경주시에 따르면 이번 조치는 출산가정에 경제적 부담을 경감시키고 출산 후 산모의 건강증진 및 출산 친화적 분위기를 조성하기 위함이다.
지급 대상은 경주에 주소를 둔 산모가 출산 후 경주에 출생 등록을 마친 가정이다.
앞서 시는 이 같은 내용을 담은 ‘경주시 출산장려지원에 관한 조례’ 일부 개정안을 지난달 16일 자로 입법 예고했다.
개정안이 경주시의회를 통과하면 조례 공포를 거쳐 내년 1월 1일 이후 출생 신생아부터 적용된다.
경주시는 지난해 출생아 수가 1004명인 점을 고려해 2025년도 본 예산에 관련 사업비를 편성할 계획이다.
한편 첫째 자녀 300만원, 둘째 자녀 500만원, 셋째 자녀 이상 1800만원의 출산장려금과 출산축하금 20만원 지원은 기존대로 유지된다.
예컨대 경주에 주소를 둔 산모가 내년 1월 1일 이후 첫째 아이를 출산하면, 출산장려지원으로만 △출산장려금 300만원 △출산축하금 20만원 △산후조리비 50만원 등 총 370만원을 받게 된다.
이밖에도 경주시는 양육비 부담 완화를 위해 올해부터 0세 아동 가정에는 매월 70만원→100만원, 1세 아동 가정에는 매월 35만원→50만원으로 ‘부모급여’를 인상해 지원하고 있다.
또한 어린이집을 이용하지 않고 가정에서 양육하는 부모를 위해 매월 10만원씩의 가정양육수당(2~6세)을 지급하고, 어린이집 이용 여부에 상관없이 매월 10만원씩의 아동수당(0~7세까지)도 지급하고 있다.
이어 첫째 자녀를 출산하면 200만원, 둘째 이상 자녀를 출산하면 300만원 상당의 국민행복카드 바우처를 지급하는 ‘첫만남이용권 지원’ 사업을 실시하고 있다.
주낙영 경주시장은 “앞으로도 출산을 적극 장려하는 동시에 경제적 부담을 덜어주기 위한 다양한 시책은 물론, 임산부와 신생아의 생명과 건강을 보호하고 시민 삶의 질 향상과 시민 보건 증진을 위해 최선을 다하겠다”고 강조했다.
