윤석열 대통령이 19일 "우리 사회 내부엔 자유 민주주의 체제를 위협하는 반국가 세력들이 곳곳서 암약하고 있다"고 밝혔다.
윤 대통령은 이날 오전 용산 대통령실 청사에서 주재한 을지·제36회 국무회의 모두 발언에서 "허위 정보·가짜뉴스 유포·사이버 공격 같은 북한의 회색지대 도발에 대한 대응 태세를 강화해야 한다"며 이같이 말했다.
이어 "우리 정부 출범 이후 세 번째 을지자유 방패 연습이 시작됐다"며 "군·민간 영역을 명확하게 구분하기 어려운 만큼 모든 구성원이 하나로 힘 모으는 국가 총력전 태세가 필요하다"고 밝혔다.
또 "북한은 개전 초부터 이들을 동원해 폭력·여론몰이·선전 선동으로 국민적 혼란을 가중하고 국론 분열을 꾀할 것"이라며 "이런 혼란·분열을 차단하고 전 국민 항전 의지를 높일 수 있는 방안을 적극 강구해야 한다"고 강조했다.
그러면서 "교통·통신·전기·수도같은 사회 기반 시설과 원전을 비롯 국가 중요 시설은 우리 사회 안정을 지키고 전쟁 지속 능력을 확보하기 위해 전시에도 기능을 유지해야 한다"며 "이런 시설에 대한 방호 대책을 철저히 마련하고 대응 훈련을 강화해달라"고 주문했다.
더불어 "이번 목요일에 전국적으로 시행하는 민방위 훈련을 내실화해 북한의 공습에 철저하게 대비해야 하겠다"며 "국민 여러분께선 안내에 따라 차량 이동 통제·대피 훈련에 적극 동참해 주시길 당부드린다"고 말했다.
윤 대통령은 "군은 한·미가 함께하는 군사 연습·실제 훈련 내실을 기해주기 바라며 특히 올해는 한·미연합 야외 기동 훈련을 대폭 확대해 시행할 예정"이라며 "연합 작전 수행 능력을 향상시키고 한·미 동맹 위용을 드러내는 계기가 될 것으로 기대한다"고 말했다.
이어 "이번 훈련엔 다수 유엔사 회원국 장병들도 참여 예정"이라며 "우리 군과의 내실 있는 훈련을 통해 국제 사회와 연대를 강화하는 계기로 삼아야 하겠다"고 말했다.
그러면서 "오늘날 대한민국이 누리는 자유·번영은 거저 얻어진 게 아니다"며 "강력한 안보 태세만이 우리 국민 안전·자유를 지켜낼 수 있다"고 강조했다.

더불어 "이번 주 대부분 초등학교가 여름 방학을 끝내고 개학하며 이번 2학기부터는 늘봄학교가 6185개 초등학교·178개 특수학교 등 전국 모든 초등학교로 확대된다"고 말했다.
윤 대통령은 "전체 초등학교 1학년 학생 80%인 약 28만 명이 참여를 희망할 정도로 기대가 매우 높다"며 "인력·공간·프로그램을 충분히 지원해 희망하는 1학년 학생 모두가 늘봄학교에 참여하게 될 것"이라고 말했다.
