임시회 첫날 제1차 본회의 시작에 앞서 최재필 의원은 ‘경주시 신규 관광 콘텐츠 개발 제안’에 대해, 정종문 의원은 ‘정부 원자력 정책 홍보 및 주민수용성 제고 방안’에 대해, 오상도 의원은 ‘해파리 개체 증가로 인한 어민 피해와 대책 수립 필요성’에 대해 5분 자유발언의 시간을 가졌다.
이어진 제1차 본회의에서는 ‘제284회 임시회 회기결정의 건’, ‘2024년도 제2회 추가경정예산안 및 기금운용계획변경안 제안 설명의 건’, ‘2025 APEC 정상회의 성공 개최 결의안’ 등을 상정했다.
27일부터 9월 1일까지의 휴회기간동안 각 상임위원회에서는 2024년도 주요업무보고와 함께 조례안 및 일반안건에 대한 심사가 이루어지며, 예산결산특별위원회에서는 ‘2024년도 제2회 추가경정예산안 및 기금운용계획변경안’을 심사하게 된다.
또한 2025 APEC 정상회의 추진지원 특별위원회에서도 ‘2025 APEC 정상회의 성공 개최 결의안’을 심사한다.
마지막 날인 9월 2일 제2차 본회의에서는 각 상임위원회 및 특별위원회에서 심사한 안건을 비롯하여 ‘2024년도 행정사무감사 결과보고서 채택의 건’에 대하여 심의 후 최종 의결할 예정이다.
한편 이번 임시회에는 정희택 의원이 대표 발의한 ‘경주시 실종자발생 예방 및 조기 발견 지원 조례안’, 이경희 의원이 대표 발의한 ‘경주시 종합장사공원 경주하늘마루 설치 및 운영 조례 일부개정조례안’, 김종우 의원이 대표 발의한 ‘다자녀 기준 확대를 위한 3개 조례 일부개정조례안’·‘경주시 역사문화 아카이브 구축 및 운영 조례안’, 이락우 의원이 대표 발의한 ‘2025 APEC 정상회의 지원 조례안’, 최영기 의원이 대표 발의한 ‘경주시 1회용품 사용 줄이기 조례안’ 등 6건의 의원 발의를 포함하여 14건의 조례안이 상정됐다.
이외에도 ‘경주시 교통약자이동지원센터(재위탁) 민간위탁 동의안’ 등 6건의 동의안과 ‘경주중심상권르네상스 5개년 계획 변경안에 대한 의견 청취안’ 등 4건의 의견 청취안 등이 임시회 중에 처리될 예정이다.
이동협 경주시의회 의장은 개회사에서 “2025 APEC 정상회의를 비롯하여 각종 행사 및 업무 추진에 따른 경주시 공직자의 노고에 감사의 말씀을 드린다.”고 전하며, “제9대 경주시의회 후반기의 본격적인 시작을 알리는 이번 임시회에서 2024년 제2회 추가경정예산안을 비롯하여 다양한 안건들을 면밀히 검토하여 시민이 공감할 수 있는 결과를 이끌어내기를 희망한다.”고 말했다.

In his opening remarks, Gyeongju City Council Chairman Lee Dong-hyeop said, “I would like to express my gratitude for the hard work of Gyeongju City public officials in promoting various events and work, including the 2025 APEC Summit.” He added, “I hope that this extraordinary session, which marks the beginning of the second half of the 9th Gyeongju City Council, will closely review various agenda items, including the 2nd supplementary budget plan for 2024, and produce results that citizens can sympathize with.”
