김 의원실에 따르면 한국문화관광연구원 원장추천위원회는 지난 2월 공개모집과 심사를 거쳐 최종 후보자 3명을 문화체육관광부에 추천했다. 그러나 문체부는 문화·관광 분야에서 20년 이상 연구성과를 축적한 박사급 전문가 2명을 배제하고 황교익 씨를 지난 17일 최종 임명한 것으로 확인됐다고 주장했다.
문체부는 의원실에 제출한 답변자료에서 “원장으로서 역량과 비전, 소통 능력을 종합적으로 고려했다”는 원론적 입장만 밝혔으며, 구체적인 평가 기준과 후보자 간 비교 심사자료는 제출하지 않았다고 김 의원 측은 전했다.
이에 대해 김 의원은 국책연구기관장 인선의 핵심 기준인 전문성 검증 원칙이 사실상 무력화됐다고 지적했다.
특히 황 원장은 지난 2021년 6월 이천 쿠팡 물류센터 화재로 인명피해가 발생한 날 당시 이재명 경기지사와 함께 떡볶기 먹방 논란에 휩싸였고, 경기관광공사 사장 후보로 거론됐을 당시에도 전문성 부족 논란과 여론 반발로 임명이 무산된 바 있다고 언급했다.
김 의원은 “그럼에도 국가적 책임과 전문성이 더 요구되는 국책연구기관장에 임명된 것은 정부의 인사 기준을 납득하기 어렵게 만든다”고 비판했다.
이어 “한국문화관광연구원은 세계로 뻗어나가고 있는 문화예술, 한류, 콘텐츠, 관광 산업의 중장기 전략을 설계하는 핵심 국책연구기관”이라며 “국책연구를 총괄하는 중대한 자리에 전문성 검증 없이 임명된 코드 인사는 문화관광 정책 전반의 신뢰를 무너뜨릴 수 있다”고 강조했다.
김 의원은 문화예술계 반발도 거세다고 주장했다. 지난 21일 문화예술계 65개 단체와 개인 794명이 청와대 앞에서 공동성명을 내고 “셀럽·캠프·밀실 인사를 중단하라”고 비판했다는 것이다.
또 “황교익 씨 외에도 개그맨 서승만 씨의 국립정동극장 대표이사 임명, 배우 장동직 씨의 국립정동극장 이사장 임명, 배우 이원종 씨의 한국콘텐츠진흥원장 후보 내정 논란까지 이어지며 정권 맞춤형 연예인 코드 인사 비판이 확산되고 있다”고 주장했다.
김 의원은 “문체부 장관은 이번 황교익 원장 임명을 포함해 공공기관장 임명 과정에서 어떤 검증 기준을 적용했는지, 심사 결과와 후보자 간 비교 평가자료를 국민 앞에 한 점 의혹 없이 공개해야 한다”고 촉구했다.
이어 “앞으로도 코드·보은 인사와 직무능력 검증 없는 낙하산 인사가 반복된다면 문화예술 정책이 정치에 종속될 수밖에 없다”며 “K-콘텐츠와 한류, 관광산업의 지속 성장 기반마저 훼손될 것”이라고 경고했다.
아울러 “문체부는 전문성 논란이 제기된 부적격 인사를 즉각 철회하고, 반복된 인사 실패에 대해 자체감사를 실시해야 한다”며 “코드 인사로 훼손된 문화예술계의 신뢰를 회복하기 위한 근본적인 쇄신에 나서야 한다”고 덧붙였다.
