세종시의회는 26일 제91회 임시회를 개회하고 이날 제1차 본회의를 시작으로 내달 9일까지 15일간 회기에 돌입했다.
임채성 의장은 이날 개회사를 통해 “갈등과 대립을 넘어 대화와 소통을 통해 협력과 상생, 공존의 긍정적인 메시지를 시민께 전달하는 시간으로 남은 2년을 만들어 가려고 한다”며, “협치로 다가가는 의정활동에 적극적인 협조를 당부한다”고 밝혔다.
이어 임 의장은 “저출생, 지방소멸의 위기를 겪고 있는 지방의 현실을 바꾸고, 수도권 일극체계의 견고함을 무너뜨리는 일에 행정수도인 우리 시가 앞장서야 한다”며, “지방분권과 국가균형발전 등 명확한 시대적 과제에 힘과 지혜를 모으겠다”고 말했다.
이날 열린 제1차 본회의에서는 여미전·홍나영·최원석·김현옥·이현정·김현미 의원 등 총 6명의 의원이 5분 자유발언을 통해 정책 방향을 제안했다.
아울러 이날 긴급현안질문을 통해 박란희 의원은 ‘축산환경관리원 공주시 이전과 관련한 향후 공공기관 유출 대비책’을, 김영현 의원은 ‘이응패스 사업 절차의 적정성과 지속적인 추진 가능성’을 집중 질의했다.
또, 2024년도 세종특별자치시 제2회 추가경정예산안과 기금운용계획변경안 제출에 따른 시정연설과 제안설명을 듣고 세종신용보증재단 임원추천위원회 위원을 추천하는 등 총 11건의 안건을 처리했다.
세종시의회는 본회의 종료 후 “지방의회 위상 확립 및 독립성 강화를 위한 지방의회법 제정”과 “국민건강보험공단 특별사법경찰 도입”, “학습권 보장을 위한 교원 정원 확보”를 강력히 촉구했다.
한편, 세종시의회는 내달 9일 제2차 본회의를 열어 조례안과 2024년 세종특별자치시 제2회 추가경정예산안 등을 처리할 계획이다.
