윤석열 대통령이 3일 제38회 국무회의에서 의결된 10월 1일 건군 제76주년 '국군의 날 임시 공휴일 지정안'을 재가했다고 대통령실이 전했다.
대통령실은 이날 오후 언론 공지에서 "10월 1일은 6·25 전쟁 당시 국군이 38선을 돌파한 날"이라며 "정부는 엄중한 안보 상황 속에서 국방 중요성·국군 존재 가치를 조명함으로써 군 사기를 진작시키고 국민 안보 의식을 고취 시키기 위해 임시공휴일로 지정했다"고 전했다.
그러면서 "아울러 임시공휴일 지정에 따른 소비 진작 효과로 경제 활성화에도 이바지할 것으로 기대한다"고 덧붙였다.
또 윤 대통령은 여야 합의로 통과된 전세사기특별법·택시산업 발전법·전통시장법 시행령 개정령안도 재가한 가운데 군 장병 격려·소비 진작 등 차원에서 임시공휴일 지정이 필요하다 판단한 것으로 전해졌다.
윤 대통령이 이날 재가한 전세사기특별법(전세사기피해자 지원 및 주거 안정에 관한 특별법 일부개정법률안)은 전세사기 피해자 인정 범위를 확대하고 피해자에게 해당 주택을 공공임대로 최대 20년간 제공해 피해자 주거 안정을 지원하는 법안이다.
대통령실은 "전세사기특별법은 지난 5월 여러 독소조항 때문에 재의요구권을 행사했던 법안과는 다른 법안"이라며 "법리적 논란 소지를 해소하고 실질적 주거 안정을 누릴 수 있도록 정부가 제시한 대안을 여야가 합의로 통과시킨 법안"이라고 설명했다.
택시산업 발전법(택시운송사업의 발전에 관한 법률 일부 개정법률안) 경우 법인택시기사에 대한 소정근로시간 40시간 이상 보장을 통해 최저 임금 이상을 지급하는 택시월급제 전국 확대를 2년 간 유예토록 했다.
전통시장법 시행령 개정령안은 전통시장 판매 촉진을 위해 발행하는 온누리상품권 활용도를 높이기 위해 상품권 사용처를 대폭 확대하는 내용을 담고 있다.
대통령실은 해당 개정령안에 대해 "전통시장과 관련 낮은 일부 업종을 제외한 모든 업종이 가맹점에 등록할 수 있게 돼 온누리상품권 활성화·전통시장 판매 촉진이 기대된다"고 전했다.
