[브레이크뉴스경기남부=안산 이현준기자] 안산시가 ‘안산선 지하화에 따른 공간 활용 및 도시발전 방안’이라는 주제로 대토론회를 개최했다.
3일 호텔스퀘어 안산에서 300명의 동행추진단과 함께 안산선 철도 지하화에 대한 다양한 의견을 냈다.
‘안산시 동행추진단’(이하 ‘동행추진단’)은 시의 현안 가운데 별도의 시민 공론화 과정이 필요할 경우, 시장 직속의 위원회에서 한시적으로 구성·운영된 조직이다. 앞서 지난달 5일부터공개모집을 거쳐 위원회를 주축으로 시민, 전문가, 공직자 등300여 명이 참여했다. 지난해 11월에는 시의 이민청 유치 프로젝트에 동참하고자힘을 모은 바 있다.
■ 신·구도시 간 생활권 단절 ‘안산선’, 정책대안은 ‘철도 지하화’
현재 지상에서 운행 중인 안산선(4호선)은 신·구도시 간 도시생활권의물리적 단절을 비롯해 각종 소음과 진동 발생 등으로 인해 시민 불편이 가중되는 등 복합적인 문제가발생하고 있다.
앞서 지난 1월 30일 ‘철도지하화 및 철도부지 통합개발에 관한 특별법’(이하 ‘철도지하화통합개발법’)이 제정된 이후, 시는 안산선 철도 지하화 통합개발 본격 추진에 나섰다. 지하화를 통해 신·구도심 간의 단절을 해결하고 이 공간을안산의 성장 동력으로 삼을 수 있다는 판단에서다.
법 제정 이후 시는 ▲철도 지하화 통합개발 종합계획 수립을 위한 연구용역 착수(3월 21일) ▲철도 지하화 통합개발 추진 협의체 구성 및 출범식 개최(4월 4일) ▲사업 제안 가이드라인 설명회 개최(5월 8일) 등 철도 지하화 통합개발 실현을 위한 절차를 순차적으로 진행해 왔다.
아울러, 지난 2021년도에 수행한 ‘안산선 지하화 타당성 조사 및 실행 방안연구용역’ 결과를 바탕으로 상급 기관에 지속 건의하는 등 다각적 노력을 기울여왔다.
이에 더해 5월 21일 전담 대응 실무추진단(TF팀)을 구성하고 ‘안산선 지하화및 상부 개발 추진전략 수립용역’에 착수, 정부의 사업추진 절차에 발맞춰 사업 본격화에 나서며행정력을 모으고 있다.
한편, 지난 7월 22일부터 8월 5일까지 15일간 진행한 안산선 철도 지하화 통합개발 사업에 대한 자체 설문조사에서는 응답자 10명 중 9명이 찬성으로 답하며 철도 지하화에 대한 시민들의 관심을 확인할 수 있었다.
■ ‘안산선 지하화, 공간을 이어 사람을 잇다’
안산선 지하화 사업과 시 발전 방안에 대한 시민 공론화를 위해 기획된 이번 대토론회는 철도 지하화의 이해를 돕기 위한 동영상 상영과 안산시립국악단의 식전 행사를 시작으로 1부는 전문가패널 토론으로 진행했다.
김시곤 서울과학기술대 철도전문대학원 교수가 좌장을 맡고, 김황배 남서울대 교수의 발제로 시작된 이날 토론은 ▲황영선 ㈜HK건축사사무소 대표 ▲이주일 서울연구원 선임연구위원 ▲이진 한국부동산개발협회 정책연구실장 ▲김민 안산시환경교통국장 ▲변억환 안산정론신문 대표 ▲윤태웅 초지동 지역사회보장협의체위원장 등 6명이 참석한 가운데 진행됐다.
참석한 시민들은 안산선 지하화 사업을 추진할 대상지 여건과 지하화 계획, 상부부지 개발 구상을 통해 안산시 미래발전 전망에 대한 주제 발표와 이에 대한 전문가 패널들의 의견을 통해 안산선 지하화 사업에 대한 이해도를 높이고, 철도 지하화의 필요성에 대한 공감대를 형성하며 다양한 의견을 개진했다.
이어진 2부 행사에서는 이민근 안산시장의 ‘시민과의 동행이야기’와 시민 원탁토론을 통해 다양한 시민 의견을 수렴했으며, 철도 지하화 통합개발 선도사업 선정을 지지하는 퍼포먼스가 진행됐다.
특히 참석자들은 ‘안산선 지하화, 공간을 이어 사람을잇다’라는 슬로건과 함께 ‘안산시민과 함께 안산선 지하화’ 피켓, 손 현수막 등으로 안산선 지하화 추진에 대한 강력한 지지를 나타내기도 했다.
이민근 안산시장은 “안산선 지하화에 대한 전문가분들의 다양한 의견을 듣고, 시민분들과 함께 안산시의 미래를 함께 구상하는 의미있는 토론의 장이었다”며 “시민들의 오랜 염원인 ‘안산선 지하화’라는 큰 프로젝트를 통해 도시가치와 미래경쟁력을 높일 수 있도록 최선을 다하겠다”라고 말했다.
