브레이크뉴스 정민우 기자= 경북 울진군에 위치한 국립해양과학관이 낙하산 인사와, 예산 과소 편성에 따른 방치 등으로 기관 본연의 기능을 상실하는 등 잡음이 끊이지 않고 있다는 지적이다.
더불어민주당 문정주 의원에 따르면 국립해양과학관 관장은 임원추천위원회의 심의와 의결을 거쳐, 해양수산부 장관이 최종 결정하도록 하고 있다. 현재 국립해양과학관 관장인 김외철 관장도 임추위의 심의와 의결을 거쳐 관장에 임명됐다.
그러나, 문 의원실은 김외철 관장의 경력과 관장 임명 절차를 검토한 결과, 김외철 관장이 전문성이 결여된 낙하산 인사라는 의혹이 짙다고 지적했다.
국립해양과학관의 제2대 관장인 김외철 관장은 경북대 법학 학사를 거쳐, 국민의힘의 전신인 한나라당과 새누리당 당직자를 거치고 국무총리실 비서관을 지낸 인물이다. 김외철 관장의 전임인 서장우 초대 관장이 해양수산부 출신으로, 국립수산과학원 원장까지 역임한 경력을 감안했을 때 전문성 관점에서 매우 대조된다.
문 의원실은 제2대 국립해양과학관 관장을 선임하기 위한 2023년도 임원추천위원회와 해수부의 논의 과정에서도 석연치 않은 부분이 있다고 꼬집었다.
당초 국립해양과학관 임원추천위원회는 2023년 5월 17일에 개최된 제 3차 임추위 회의에서 권 00, 백 00, 유 00 후보자를 의결해서 해수부에 제출했다. 이 중 유 00은 충북대 해양생물학 석사와 서울대 환경생물학 박사학위를 취득했으며, 국립해양생물자원관 전문연구원 본부장을 지낸 인물이다.
그러나, 해양수산부는 어떤 이유에서인지 임추위에서 제출한 3명 중 아무도 국립해양과학관 관장에 선임하지 않고 재공모를 실시하도록 했다. 이에 국립해양과학관은 2023년 8월에 재공모를 실시해 복수의 후보자 선정 절차를 거쳤고, 2023년 9월 7일에 개최된 제6차 임추위 회의에서 김외철 후보자와 함께 유 00, 최 00 후보자를 의결해 해수부에 제출했다.
임추위로부터 김외철 후보자를 포함한 새로운 3명의 후보자를 제출받은 해수부는 결국 상대적으로 관련 경력과 전문성이 부족한 김외철 후보자를 국립해양과학관 관장으로 선임했다.
김외철 후보자와 함께 최종 후보군에 이름을 올린 최 00 후보자는 부산수산대 해양공학 학사, 부산수산대 해양공학 석사, 부경대 해양공학 박사 학위를 소지하고 있고, 1991년부터 2023년 6월까지 국립수산과학원에서 근무한 경력도 보유하고 있다.
이에 대해 문 의원실에서 해수부에 선임사유와 관련한 자료를 요청했으나 , 해수부는 ‘국립해양과학관 임원추천위원회 운영규정에 따라 임원추천위원회를 구성하고 공모절차를 통해 선발하였습니다’라고만 국회 요구자료를 제출할 뿐 구체적인 자료는 보유하고 있지 않다고 답변했다.
한편, 국립해양과학관의 2024년 전시사업 예산은 총 18억6800만 원이다 . 그중 12억9800만 원이 과학관 운영요원 용역비와 기존 전시물 유지 보수 비용 등으로 책정돼 있어, 새로운 전시 기획 및 전시물 확충을 위한 예산은 5억7000만 원에 그친다. 상황이 이렇다 보니 국립해양과학관이 한수원의 돈으로 해양과학과 전혀 무관한 SMR 특별 전시를 추진 중인 것으로 확인됐다.
이에 대해 문 의원은 “우리나라 해양과학의 발전을 위해 막대한 국민 혈세를 투자해 설립한 국립해양과학관이 낙하산 인사와 예산 과소편성 등으로 한수원의 외주 홍보업체로 전락해 버렸다”며 “기관장 선임 과정 및 부적절한 전시 등 지금까지 드러난 의혹과 문제를 해소하기 위해서라도 해수부와 국립해양과학관에 대한 감사원 감사를 통해 본연의 기능을 되찾아야 한다”고 말했다.
