윤석열 대통령이 28일 우르술라 폰 데어 라이엔 EU(유럽연합·European Union) 집행위원장·마크 루터 나토(NATO·북대서양조약기구) 사무총장과 연이어 통화하고 북한의 러시아 파병 및 우크라이나 전쟁 참전관련 대응책을 논의했다.
대통령실에 따르면 윤 대통령은 통화에서 "북한군 우크라이나 실제 전선 투입이 예상보다 빠른 속도로 이뤄질 수 있는 엄중 상황"이라며 "한국 정부 대표단이 나토에 이어 EU브리핑을 실시하고 우크라이나를 찾아 협력 방안을 논의할 것"이라고 했다.
윤 대통령은 러·북 군사협력 진전 여하에 따른 단계별 조치를 예고한 가운데 EU·나토 측은 "러·북 불법 군사협력은 국제 평화에 대한 심각한 위협"이라며 한국과의 협력 의지를 밝혔다.
윤 대통령은 이날 라이엔 집행위원장 요청으로 통화를 갖고 북한 러시아 파병 관련 정보를 공유 후 향후 대응 방안을 논의한 가운데 "러·북 간 불법 군사협력은 규범 기반 국제질서를 근본적으로 뒤흔들고 한반도·세계 평화를 위협하고 있다"며 "북한군 즉각 철수와 러·북 군사협력 중단을 촉구하는 가운데 진전 여하에 따라 단계별 조치를 적극 취해 나갈 것"이라고 말했다.
또 EU가 북한 파병 소식 직후 강력 규탄 메시지를 발신하고 한국과 한목소리로 신속 대응해 준 것에 사의를 표한 후 "러·북 간 불법 교류를 감시·차단키 위해 노력하면서 EU·회원국들과 함께 실질 대응 조치를 모색해 나가길 바란다"고 했다.
라이엔 집행위원장은 "국제법·유엔안보리 결의를 정면 위배하는 북한의 러시아 파병에 심각한 우려를 표한다"며 "이는 이미 장기화된 우크라이나 전쟁 상황을 더욱 악화시키는 중대 사안으로 이에 대응키 위해 대한민국과 적극 협력할 준비가 돼 있다"고 했다.
그러면서 한국이 NATO에 이어 EU에도 정부 대표단을 파견해 정보를 공유해 주기로 한 것에 사의를 표한 후 "그간 EU는 한국과 긴밀히 공조하며 러·북에 대한 독자 제재를 시행해 왔고, 이번 사안도 그 중대성을 감안해 회원국들과 함께 긴장을 늦추지 않고 적극 대응 방안을 강구하겠다"고 밝혔다.
