필자는 1980년대 후반부, 미국의 뉴욕 맨해튼에서 5년간 살았었다. 미국의 뉴욕은 미국의 1대 수도였었다. 특히 맨해튼은 미국의 과거 수도 도시답게 국제적인 도시이다. 그 인근에 내로라하는 국제공항이 있고, 맨해튼에는 항구들도 있다. 그야말로 국제적이고도 국제적인 도시라할 수 있다.
그런데 한국의 수도인 서울은 주변에 인천 국제공항 같은 거대 국제공항은 있지만, 서울과 직접 연결되는 항구가 없다.

일제 강점기(1909-1945) 때, 일본은 군-민간인 등을 서울의 서쪽지역에 주둔-거주하게 했다. 지금의 용산구 이태원 지역에는 일제의 한반도 점령군을 주둔시켰다. 일제는 용산구 청파동, 마포구 아현동, 서대문구 북아현동 일대에 서울을 장악하러온 식민 주체세력들을 살게 했다. 지금도 그때의 족적들이 그대로 남아 있다.
그 이유는 두 가지라고 생각된다. 용산구-마포구-서대문구 일대는 뒷쪽으로 우뚝 솟은 산이 있고, 앞쪽으로는 수심이 깊은 한강(漢江)이 인접해 있다. 특히 한강(漢江)은 군수물자 유입, 식량 배송 등 수로(水路)를 교통수단으로 이용할 수 있게 돼 있다.
일제(日帝)는 서울을 완벽하게 장악하는 수단으로, 서울 서쪽 지역(한강-서해)을 활용했다. 이 당시 마포나루터는 이조시대 왕정이 물산(物産)의 집결지로 활용했었다. 일제 역시, 서울역 인근과 용산구-서대문구-마포구 인근을 점거, 서울을 식민지 중심지로 장악(掌握) 했다.
필자는 서울이 더욱 더 웅대(雄大)하게, 국제적인 큰 도시로 발전하려면, 잃어버린 서쪽의 역할을 되찾는 일이라고 생각한다. 서울을 한강-서해안과 연결시켜, 국제사회의 '해양 강자(强者)'로 거듭나야 한다는 것이다.
서울은 여러 가지로 단절되어 있는, 고립(孤立)된 도시이다. 북쪽으로는 38선이 있어 북한 또는 대륙과 단절되어 있다. 서쪽으로는 한강이 폐쇄돼 단절되어 있다. 오직 국제공항을 통한 하늘로만 통행이 가능한 도시이다.
이를 격파하려면, 서울의 서쪽인 마포나루터의 재(再) 개발이다. 마포나루터를 국제 항구로 개발, 세계의 배들이 왕래(往來)토록 해야 한다. 뉴욕 맨해튼을 출발한 배가 인천 연안부두가 아닌, 서울 마포나루터 항구(港口)와 교차 왕래하는 시대가 도래(到來)하기를 기대한다. 또는 여의도에 인접된 항구를 건설, 국제 선박들이 드나들게 했으면 한다.
