경북도는 4월 21일 대구시청 산격청사에서 열린 문화체육관광부 주관 ‘지방공항 연계 지역관광 활성화 협력 포럼’에 참석해 인바운드 관광 활성화 방안을 논의했다고 밝혔다.
이번 포럼은 외래관광객의 지방 유입을 확대하고 지방공항을 활용한 지역관광 활성화 모델을 구축하기 위해 마련됐다. 경북도와 대구시를 비롯해 국토교통부, 한국관광공사, 한국공항공사, 항공·여행업계 관계자들이 참석해 다양한 의견을 공유했다.
최근 글로벌 관광시장이 빠르게 회복되는 가운데 K-컬처에 대한 관심이 방한 관광 수요로 이어지면서 외래관광객 유치 경쟁도 본격화되고 있다. 여기에 지난 2월 제11차 확대국가관광전략회의에서 ‘방한관광 대전환 및 지역관광 대도약’이 주요 정책 방향으로 제시되면서 지역 중심 관광 활성화의 중요성이 더욱 커지고 있다.
경북도는 2025년 APEC 정상회의 이후 외국인 관광객 증가세도 이어지고 있다고 설명했다. 경북을 방문한 외국인 관광객은 2025년 4분기 기준 전년 대비 20% 증가했으며, 올해 1분기에도 전년 대비 7% 늘어나 상승 흐름을 이어가고 있다.
이날 포럼에서는 ▲지방 관광·항공 현황 및 정책과제 ▲지방공항 인바운드 전환 및 지역관광 연계 방안 ▲외래관광객 유치와 여행상품 개발 ▲기관별 역할 분담 및 협력체계 구축 등을 중심으로 심도 있는 논의가 진행됐다.
경북도는 대구공항과 연계한 인바운드 관광 활성화를 위해 ▲국제선 노선 확대 및 전세기 운영 지원 ▲대구공항과 경북 거점지역을 연결하는 광역교통체계 구축 ▲전통문화·미식·축제와 연계한 관광상품 개발 ▲글로벌 OTA를 활용한 공동마케팅 추진 등을 건의했다.
또한 동해안 철도관광 활성화, 대경권 지역특화 관광권 조성, 포항경주공항의 비즈니스 특화 관문 기능 강화, 김해공항·청주공항 등 인근 지방공항과 연계한 관광 활성화 방안도 함께 제시했다.
경북도는 현재 APEC 레거시 경북관광 특화상품 운영과 외국인 단체관광객, 기업회의·포상관광 유치 지원사업을 추진하고 있으며, 지역 축제와 연계한 체류형 관광상품 개발과 글로벌 OTA 연계 마케팅, 전세기 유치 지원 등을 지속 확대할 계획이다.
황명석 경상북도지사 권한대행은 “성공적인 외래관광객 확대를 위해서는 수도권 중심 관광 구조에서 벗어나 지역 관광 활성화가 중요하다”며 “대구공항을 중심으로 관광·교통·콘텐츠를 연계한 인바운드 기반을 강화해 경북 관광이 한 단계 도약할 수 있도록 적극 추진하겠다”고 말했다.

North Gyeongsang Province has set out to devise cooperation measures to expand the attraction of foreign tourists utilizing regional airports and to revitalize local tourism.
North Gyeongsang Province announced that it attended the "Cooperation Forum on Regional Airport-Linked Tourism Revitalization," hosted by the Ministry of Culture, Sports and Tourism and held at the Sanggyeok Building of Daegu City Hall on April 21, to discuss strategies for revitalizing inbound tourism.
This forum was organized to expand the influx of foreign tourists into the provinces and to establish a model for revitalizing local tourism using regional airports. Officials from North Gyeongsang Province and Daegu City, as well as representatives from the Ministry of Land, Infrastructure and Transport, the Korea Tourism Organization, the Korea Airports Corporation, and the aviation and travel industries, attended and shared various opinions.
With the global tourism market recovering rapidly recently and interest in K-culture leading to increased demand for tourism to Korea, competition to attract foreign tourists is intensifying. With the "Great Transformation of Inbound Tourism and Great Leap Forward in Regional Tourism" presented as a major policy direction at the 11th Expanded National Tourism Strategy Meeting last February, the importance of revitalizing region-centered tourism is growing even further.
Gyeongbuk Province explained that the growth trend of foreign tourists has continued following the 2025 APEC Summit. The number of foreign tourists visiting Gyeongbuk increased by 20% year-on-year as of the fourth quarter of 2025, and continued its upward trend with a 7% increase in the first quarter of this year compared to the previous year.
At the forum held on this day, in-depth discussions were conducted focusing on ▲the current status of regional tourism and aviation and policy tasks ▲strategies for converting regional airports to inbound tourism and linking them with regional tourism ▲attracting foreign tourists and developing travel products ▲division of roles among agencies and the establishment of a cooperation system.
To revitalize inbound tourism linked to Daegu Airport, Gyeongbuk Province proposed measures including: expanding international routes and supporting charter flight operations; establishing a wide-area transportation system connecting Daegu Airport with key areas in Gyeongbuk; developing tourism products linked to traditional culture, gastronomy, and festivals; and promoting joint marketing utilizing global OTAs.
In addition, the province presented plans to revitalize railway tourism along the East Coast, create specialized tourism zones in the Daegu-Gyeongbuk region, strengthen the business-focused gateway function of Pohang-Gyeongju Airport, and boost tourism in conjunction with nearby regional airports such as Gimhae Airport and Cheongju Airport.
Gyeongbuk Province is currently operating specialized tourism products based on the APEC legacy and is supporting projects to attract foreign group tourists, corporate meetings, and incentive travel. The province plans to continuously expand the development of stay-type tourism products linked to local festivals, marketing in conjunction with global OTAs, and support for attracting charter flights.
Hwang Myung-seok, Acting Governor of Gyeongsangbuk-do, stated, “To successfully expand the number of foreign tourists, it is crucial to revitalize regional tourism by moving away from a Seoul-centric tourism structure.” He added, “We will actively promote the strengthening of the inbound infrastructure by linking tourism, transportation, and content centered around Daegu Airport, so that Gyeongbuk tourism can take a leap forward.”
