브레이크뉴스 정명훈 기자= 북한이 러시아에 1만여명 이상의 병력을 파병한 댓가로 석유 100만 배럴을 공급받았다는 외신 보도가 나왔다.
22일 영국 BBC 보도에 따르면 비영리 연구단체인 오픈소스센터는 위성사진 분석 결과 러시아가 북한에 석유 100만 배럴 이상을 공급해준 것으로 추정했다.
오픈소스센터는 북한 유조선 12척 이상이 지난 8개월 동안 43차례에 걸쳐 러시아 극동의 한 수상송유장치에 도착하는 모습이 담긴 위성사진을 그 근거로 내세웠다.
위성사진에선 빈 배로 도착한 유조선들이 선적물을 가득 채운 채 떠나는 모습 등이 담겨 있었다.
특히 북한군이 러시아 쿠르스크주로 파병된 뒤인 지난 5일을 끝으로 석유 선적은 끝났다고 전했다.
북한은 현재 유엔 제재로 공개 시장에서 석유를 구매할 수 없는 국가로 지정돼 있다. 유엔은 북한이 년 50만 배럴까지만 정제 석유를 수입할 수 있도록 제재하고 있는데, 이는 북한의 추가 핵무기 개발을 막기위한 조치다.
북한군 지원을 받은 러시아가 몰래 공급한 것으로 추정되는 100만 배럴은 연간 한도의 두배에 달하며 러시아가 공식적으로 북한에 제공했다는 양보다도 10배나 많다.
그러나 러시아 외무부는 이같은 석유 제공 의혹과 관련한 논평 요청에 답변을 내놓지 않았다.
조 번 오픈소스센터 수석연구원은 "김정은 북한 국무위원장은 블라디미르 푸틴 러시아 대통령에게 전쟁을 계속할 수 있는 구명줄을 제공하고, 러시아는 북한에 생명줄을 제공한 것"이라며 "북한은 불법 석유 공급을 받음으로써 (유엔) 제재가 도입된 이래로 경험하지 못한 수준의 안정성을 부여 받았다"고 분석했다.

"North Korea sent 10,000 troops to Russia and received 1 million barrels of oil"
Foreign media outlets reported that North Korea received 1 million barrels of oil in return for sending over 10,000 troops to Russia.
According to a BBC report on the 22nd, the Open Source Center, a non-profit research organization, estimated that Russia supplied over 1 million barrels of oil to North Korea based on satellite image analysis.
The Open Source Center cited satellite images showing more than 12 North Korean oil tankers arriving at a floating oil storage facility in the Russian Far East 43 times over the past eight months as evidence.
The satellite images showed tankers arriving empty and leaving with full cargo.
In particular, it was reported that the oil shipment ended on the 5th, after the North Korean military was dispatched to Russia's Kursk Oblast.
North Korea is currently designated as a country that cannot purchase oil on the open market due to UN sanctions. The UN has imposed sanctions on North Korea, limiting its imports of refined petroleum to 500,000 barrels per year, a measure aimed at preventing North Korea from developing additional nuclear weapons.
The 1 million barrels that Russia, with support from the North Korean military, is believed to have secretly supplied are twice the annual limit and 10 times more than the amount that Russia officially provided to North Korea.
However, the Russian Foreign Ministry did not respond to a request for comment regarding the alleged oil supply.
Joe Byun, a senior researcher at the Open Source Center, analyzed that “North Korean State Affairs Commission Chairman Kim Jong-un provided Russian President Vladimir Putin with a lifeline to continue the war, and Russia provided North Korea with a lifeline,” and “By receiving illegal oil supplies, North Korea has been granted a level of stability that it has not experienced since the introduction of [UN] sanctions.”
