계룡시(시장 이응우)는 민선8기 공약의 투명성 제고와 체계적 이행, 시민들과의 소통 강화를 위해 주민배심원제를 적극 운영하겠다고 28일 밝혔다.
주민배심원제는 주민이 공약 이행과정에 직접 참여하여 주민이 제시한 의견을 공약에 반영함으로써 공약 이행의 객관성과 투명성을 확보해 시정 운영에 대한 주민 소통을 강화하기 위한 제도다.
배심원 선발은 공약평가 기관인 한국매니페스토실천본부가 주관하여 만 18세 이상 지역주민을 대상으로 ARS를 통한 무작위 추출 후 전화면접을 통해 성별·연령 등을 고려해 최종 20명을 선정했다.
시는 지난 20일 시청 대회의실에서 첫 회의를 열고 주민배심원을 위촉했으며, 27일에는 2차 회의를 통해 민선8기 공약 이행 사항에 대한 점검과 금년도 공약 조정 안건의 적정성 여부에 대해 심도 있게 점검했다.
특히, 2차회의에서는 각 공약 담당자들이 세부 추진상황과 조정사항을 배심원들에게 상세히 설명하고, 이어진 질의응답 및 배심원 의견제안 시간을 통해 공약이행 방안에 대한 각자의 의견을 적극적으로 개진하는 시간이 마련됐다.
주민배심원은 오는 12월 11일 마지막 3차 회의를 개최할 예정이며, 이날 공약사항 및 실천계획에 대한 적정성 여부를 심의하여 공약사항을 최종 확정할 예정이다.
