서천군의회 김아진 의원이 한국매니페스토 실천본부가 주관하는 ‘제16회 지방의원 매니페스토 약속대상’의 ‘좋은 조례 분야’ 수상자로 선정됐다.
시상식은 오는 27일 영등포아트홀에서 개최될 예정이다.
한국매니페스토 실천본부는 지방의회가 정책 중심 의회로 자리매김할 수 있도록 매년 공약 이행 및 조례 입법 성과를 평가해 수상자를 선정하고 있다.
‘좋은 조례 분야’는 ▲입법의 시급성 ▲지역 주민의 삶의 질 향상 기여도 ▲지역 발전 및 경제적 효과 ▲창의적 대안성 ▲목적 적합성 등을 종합적으로 평가해 수상자를 결정한다.
김 의원은 제9대 서천군의회 초선 의원으로, 복지와 행정 투명성을 중심에 둔 정책 발굴에 힘써왔다. 특히 이번 수상의 계기가 된 ‘서천군 업무제휴·협약체결 관리 조례’는 서천군이 체결하는 각종 업무 협약을 체계적으로 관리하고 효율적 행정 운영의 기틀을 마련한 점에서 높은 평가를 받았다.
실제로 지난 12월 열린 327회 제2차 정례회 본회의에서 부서별 60건의 협약체결 현황이 보고되며, 해당 조례가 실질적인 입법 효과를 거두고 있음이 확인됐다. 이를 통해 서천군은 업무 협약 관리의 투명성과 신뢰성을 한층 강화하게 됐다는 평을 받기도 했다.
