전국에서 처음으로 특별지방자치단체인 충청광역연합(이하 광역연합)이 18일 공식 출범했다.
광역연합은 이날 오후 3시 정부세종컨벤션센터에서 공식 출범식을 갖고 본격적인 활동에 나섰다.
이날 행사에는 우동기 지방시대위원장과 충청권 4개 시도지사 및 시도의회 의장, 김민재 행정안전부 차관보 등 200여 명이 참석해 출범을 축하했다.
출범식은 홍보 영상 시청, 추진 경과 보고, 기념사 및 축사, 출범 퍼포먼스, 기념촬영 순으로 진행됐다.
충청광역연합은 지방분권 실현과 지역 균형 발전을 목표로 수도권 집중으로 인한 지방소멸 위기에 대응하기 위해 충청권 4개 시도가 협력해 설립한 특별지방자치단체다.
이번 충청광역연합 출범은 어려운 여건 속에서도 국가 균형발전과 지방시대 실현을 위해 충청권이 힘을 모아 전국 최초로 특별지방자치단체를 출범했다는 데 그 의의가 있다.
김영환 연합장은 기념사에서 “충청광역연합의 출범은 충청권 4개 시도가 하나로 뭉쳐 대한민국 국가균형발전의 새로운 도약을 알리는 역사적인 순간”이라며 “앞으로 협력과 상생으로 충청권이 대한민국의 중심이 될 수 있도록 모든 구성원이 힘을 모아 노력하겠다”고 말했다.
행정안전부 김민재 차관보는 축사를 통해 “충청광역연합의 출범은 충청권을 광역생활경제권으로 묶어 균형발전과 지역 경쟁력을 강화하고 대한민국 미래를 위한 대전환점이 될 것”이라며 “정부도 적극적으로 지원하겠다”고 말했다.
한편, 충청광역연합은 세종시 어진동 소재 청암빌딩에 사무실을 두고 충청권 4개 시도 직원 60명이 파견돼 교통인프라, 산업경제, 문화, 국제 교류 등 20개 분야의 공동 사무를 수행할 예정이다.
