충청남도는 논산시 연무읍 동산리 일대 약 11만㎡를 국방 미래기술 연구센터 건립 예정지로 확정하고, 부동산 투기 방지와 사업 안정적 추진을 위해 해당 지역을 토지거래 허가구역으로 지정했다고 20일 발표했다.
국방 미래기술 연구센터는 대한민국 방위산업의 미래를 선도할 첨단 연구 시설로 인공지능(AI), 로봇 기술, 무인체계 운용 실험, 군용전지 성능평가, 차세대 에너지 연구 등을 수행할 예정이다.
연구센터는 오는 2032년 1월 준공을 목표로 하고 있으며, 국가 방위산업 경쟁력을 한층 강화할 핵심 기관으로 자리 잡을 전망이다.
충남도는 이번 토지거래 허가구역 지정이 개발지역 주변의 부동산 투기를 사전에 차단하고, 사업 추진 과정의 안정성을 확보하기 위한 조치라고 설명했다.
허가구역 지정 효력은 2023년 12월 25일부터 발생하며, 지정 기간은 2027년 12월까지 총 3년이다.
허가 기준은 농지는 500㎡ 이상, 임야는 1,000㎡ 이상, 기타 토지는 250㎡ 이상이며, 허가구역으로 지정된 지역에서는 일정 면적을 초과하는 토지를 거래할 경우, 반드시 시장이나 군수의 허가를 받아야 한다.
허가 없이 매매 계약을 체결하거나 허가를 받은 상황이라도 목적과 다르게 토지를 이용할 경우에는 2년 이하의 징역 또는 토지가격의 30% 이하 벌금형에 처하는 등 형사 처벌 대상이 된다.
임택빈 토지관리과장은 “개발 호재를 악용한 투기성 거래를 원천 차단하고, 개발 지역 지가를 안정시키기 위한 조치”라고 밝혔다.
한편, 국방 미래기술 연구센터는 첨단 기술 개발을 통해 국방력 강화는 물론 민군(民軍) 협력을 활성화하고, 국가 방위산업의 경쟁력을 높이는 허브로 기능할 예정이다.
