[브레이크뉴스=양영석 기자] 김해시는 2025년 새해부터 인·허가 민원행정에 대한 행정의 신뢰도를 높이고 민원서류의 보완을 최소화화여 실질적인 민원처리기간 단축에 도움을 주기 위해 ‘인·허가 민원행정 셀프 체크리스트’를 제작해 배부한다고 27일 밝혔다.
인·허가 민원행정의 경우, 그 내용과 절차가 복잡하고 전문적이어서 일반시민이 쉽게 이해하기 어렵고 이들을 대행하는 건축·토목설계사무소조차 인·허가 기준을 충족하지 못해 인·허가 부서의 보완요구가 간간이 발생하고 있어 민원처리 기간이 늘어나는 주요요인이 되어 왔다.
이에 김해시는 민원신청인과 대행기관이 인·허가 처리과정에서 느끼는 불편사항을 해소하기 위해 인·허가 신청 시 필요한 내용만을 추려 정리하고 간소화한 ‘인·허가 민원행정 셀프 체크리스트’를 제작했다.
셀프 체크리스트에는 공장등록, 건축, 개발행위 등 3개 인·허가 민원행정 분야에 대해 민원신청 시 구비서류와 관련 법령, 조례 및 지침에 따른 허가기준을 체계적으로 정리했다.
그밖에도 민원 1회 방문으로 인·허가 민원을 처리할 수 있도록 하는 민원후견인제도, 공무원의 소극적 처리나 부정행위 근절을 위한 청렴 안내문, 침체된 지역 건설산업의 활성화를 위한 협조 서한문을 실어 관련 시책을 홍보하고 있다.
셀프 체크리스트는 시청 허가민원과에서 배부받거나 김해시청 누리집을 통해 내려받을 수 있다.
고병진 허가민원과장은 “시민 누구나 인·허가 민원행정을 보다 쉽게 이해하고 접근할 수 있도록 지속적으로 인·허가 절차 및 요건을 정비해 나가겠다”고 말했다.
