청양군이 수도 요금 분할 납부와 개인정보 보호 강화를 위한 ‘청양군 상수도 급수 조례’ 일부 개정을 완료했다고 6일 밝혔다. 이번 개정으로 경제적 부담 완화와 함께 개인정보 유출 우려를 해소할 수 있게 됐다.
조례 개정에 따라 수도 사용자가 과도한 사용량, 누수, 요금 미납 등의 사유로 한꺼번에 요금을 납부하기 어려운 경우, 최대 3개월까지 분할 납부가 가능해졌다. 이에 따라 일시 납부가 어려운 주민들의 부담이 줄어들 것으로 기대된다.
또한 수도 요금이 2개월 이상 미납돼 정수처분 대상이 되는 경우, 기존보다 강화된 개인정보 보호 조치가 적용된다. 기존 방식에서 벗어나 미납 사실을 알릴 때 가정 문 앞 게시물을 활용하는 대신, 휴대폰 문자, 전화, 이메일, 우편 등 비공개적인 방법으로 개별 통보하도록 개정됐다. 이를 통해 사생활 침해 우려를 줄이고, 개인정보 보호를 강화했다.
이번 조례 개정안은 지난 1월 10일 열린 청양군의회 제307회 임시회에서 의결된 후, 1월 24일 공식 공포됐다.
청양군 관계자는 “이번 개정을 통해 경제적 어려움을 겪는 주민들의 부담을 덜고, 개인정보 보호 기준을 한층 강화할 수 있게 됐다”며 “앞으로도 주민 편의를 높이고 실질적인 애로사항을 해결하는 수도 행정을 지속적으로 추진하겠다”고 밝혔다.
