세종시의회 제96회 임시회가 진행되는 가운데, 행정복지위원회는 지난 4일부터 7일까지 총 4차례 상임위원회 회의를 열어 결의안 1건을 심사하고, 2025년도 주요업무 계획을 청취했다.
세종시의회에 따르면 행복위는 4일 열린 제1차 회의에서는 ‘국가균형발전 및 행정수도 완성을 위한 공공기관 이전 촉구 결의안’이 원안대로 의결됐으며, 해당 결의안은 같은 날 열린 제1차 본회의를 통해 최종 확정됐다.
이어진 제2~4차 회의에서 행정복지위원들은 집행부로부터 2025년도 주요업무 계획을 보고 받고 올해의 정책 기조와 세부 계획을 점검하는 한편, 내실 있는 정책 추진을 위한 다양한 방안을 논의했다.
특히, 사업의 실효성을 높이고 시민의 정책 체감도를 높이기 위한 방안을 중심으로 숙의가 진행됐다.
여미전 위원은 난자동결시술비 지원 사업과 관련된 정책 정보가 시민들에게 효과적으로 전달될 수 있도록 홍보 방안을 검토해 볼 것을 제안했다. 아울러, 시민들이 자주 사용하는 애플리케이션 등을 활용한 전략도 함께 고려해 볼 것을 주문했다.
이순열 위원은 “정책실명제는 책임행정을 위한 중요한 제도”라며, “타 지자체 우수 사례를 참고하여, 시민들에게 회의 자료나 계약 과정 등에 대한 기록들이 좀 더 세부적으로 공개될 수 있도록 적극적인 노력을 부탁드린다”고 말했다.
홍나영 위원은 “여기 계신 위원님 모두 여러 사업을 수행하고 있는 세종시문화관광재단의 어려움에 공감하고 있다”며, 재단의 노고를 격려하는 한편, 지역 문화·예술 단체가 소외되지 않도록 각종 행사 추진 과정에 심혈을 기울여 달라고 요청했다.
김현미 위원장은 지속적인 예산 투입에도 성과가 미흡한 정책들에 대해서는 면밀한 원인 분석부터 선행되어야 한다는 점을 강조하며, “정밀한 데이터베이스를 구축하고, 이를 바탕으로 세분화한 통계를 개발할 것”을 주문했다.
김영현 부위원장은 지역화폐(여민전) 정책의 지역경제 기여 측면을 언급하며 “시행 초기보다 사용처가 줄고, 사용 방법이 다소 어려워졌지만, 소상공인분들에게 분명 도움이 되고 있다”라며, 집행부에 지속적인 관심을 당부했다.
김충식 위원은 국가유공자 우선주차구역 증설 방안에 대해 고민해줄 것을 요청하는 한편, 타 지자체와 비교했을 때 국가유공자에 대한 예우와 지원이 부족하지 않도록 세심히 살펴달라 주문했다.
상병헌 위원은 “교육부 라이즈(RISE) 사업의 핵심은 지역 인재 양성”이라며, “양성된 청년 인재들이 세종시를 떠나지 않고 정착할 수 있도록 관내 소재 대학들이 제출하는 라이즈(RISE) 사업계획서를 꼼꼼히 검토해달라”고 당부했다.
한편, 행정복지위원회는 7일 제4차 회의를 끝으로 기획조정실, 자치행정국, 문화체육관광국 등 17개 부서의 2025년도 주요업무 계획 보고 청취를 완료했다.
김현미 위원장은 회의를 마무리하며 "올 한 해 추진될 시의 정책 방향과 추진 전략을 점검하는 뜻깊은 자리였다. 앞으로도 시민 중심의 정책이 실효성 있게 추진되도록 지속적으로 살피겠다”고 밝혔다.
행정복지위원회는 10일 제5차 회의에서 조례안 및 동의안 심사 및 두 건의 보고 청취를 진행할 예정이다.
