윤석열 대통령은 이날 최후진술에서 “저 개인의 삶만 생각한다면, 정치적 반대 세력의 거센 공격을 받을 수 있는 비상계엄을 선택할 이유가 전혀 없는 것이다. 저는 비상계엄을 결심했을 때 제게 엄청난 어려움이 닥칠 것을 당연히 예감했다. 거대 야당은 제가 독재를 하고 집권 연장을 위해 비상계엄을 했다고 주장한다. 내란죄를 씌우려는 공작 프레임”이라면서 “사랑하는 대한민국 국민 여러분, 국가와 국민을 위한 계엄이었지만, 그 과정에서 소중한 국민 여러분께 혼란과 불편을 끼쳐드린 점, 진심으로 죄송 스럽게 생각한다.”라고 말했다.
