사단법인 푸른아시아(Green Asia Network·이사장 손봉호)는 3월6인 보도자료에서 “국제 기후환경 NGO인 사단법인 푸른아시아는 2022년 한국에서 열린 제15차 세계산림총회(WFC) 준비기획단장 등을 역임한 고기연 전 산림청 국제산림협력관을 기획이사로 위촉했다”고 알렸다.

고기연 기획이사는 서울대학교 산림자원학과를 졸업하고 뉴욕주립대 환경산림대학원에서 수학한 뒤 서울대학교 대학원에서 산림자원학 석사학위를 받았다. 1995년 공직에 입문한 그는 UN사막화방지협약사무국, 산림청 산불방지과장, 동부지방산림청장, 국제산림협력관, 산림항공본부장 등을 거쳤다. 그는 특히 2015년 제6차 세계산불총회와 관련 실무총괄을 비롯해 2022년 제15차 WFC 준비기획단장을 맡아 성공적인 개최를 위한 기획업무를 하는 등 국제협력 경험이 풍부하다. 또 2017년 강릉과 2022년 울진/삼척 산불 등 역대급 대형산불 진화업무도 수차례 담당했으며, 최근 한국산불학회 제2대 회장으로 취임했다.
푸른아시아측이 이 자료에서 “기후위기, 사막화, 황사 등에 대응하고자 나무심기, 기후난민 자립 등 다양한 활동을 펼치고 있는 푸른아시아에서 고 기획이사는 산림을 통한 온실가스 감축·흡수 관련 자문을 비롯해 국제사회와 거버넌스 구축 및 협력, 이슈 개발 등에 대한 역할을 담당한다”고 설명하고 “푸른아시아는 아시아 기후위기 현장(한국·몽골·미얀마 등)에서 기후위기로 피해받는 주민들과 연대하여 지속가능한 공동체를 함께 만들고 있는 국제 NGO다. 현재 UNFCCC(유엔기후변화협약), UNCCD(유엔사막화방지협약), GCF(녹색기후기금) 등 6개 UN기관과 협력해 활동을 전개하고 있다. 또 세계자원연구소(WRI)와 GHG프로토콜(Greenhouse Gas Protocol, 온실가스 배출량을 측정·보고하는 국제 표준)의 한국어 번역과 공식 출판 계약을 맺고 이르면 상반기 중에 공식 번역본을 선보일 계획”이라고 덧붙였다.

고기연 기획이사는 또 2026년 몽골 울란바토르에서 열리는 유엔사막화방지협약 제17차 당사국총회(UNCCD COP17)와 관련 푸른아시아의 기획에도 힘을 보탠다. 사막화방지협약은 생물다양성협약(CBD), 기후변화협약(UNFCCC)과 함께 유엔의 3대 환경협약이다.
몽골은 사막화 영향을 받는 땅이 전체의 76.9%에 달할 정도로 사막화가 심각한 상황이다. UNCCD COP17은 몽골 '10억 그루 나무 심기 운동'의 중간 점검 시기로 몽골 정부는 사막화 방지 성과를 전 세계에 알리는 기회로 삼겠다는 의지를 보이고 있다.
고기연 기획이사는 “‘나무뿐 아니라 사람을 심고 기른다’는 푸른아시아의 활동 방향에 공감했고 몽골 등에서 사람들의 삶, 사람과 자연 관계의 복원, 지역사회를 챙기는 활동에 생각과 경험을 나누겠다”며 “그동안 쌓아온 지식과 경험을 푸른아시아의 다양한 기후리터러시(Climate literacy) 활동과 접목해 ‘기후 안전사회’를 만드는 데 기여하겠다”는 의지를 표명했다.
오기출 푸른아시아 상임이사는 “고 이사가 가진 UN사막화방지협약 활동 및 국제사업에 대한 노하우나 감각, 네트워킹 등이 푸른아시아의 활동에 큰 힘이 될 것”이라며 “현재 산불이 온실가스 배출 통계에 들어가지 않는 허점이 있는데, 기후변화 과정에서 산불과 상호작용으로 나타나는 ‘기후 되먹임’을 고려한 온실가스 통계 제도화 추진 등을 모색하는 역할을 기대한다”고 밝혔다.

Green Asia Network (Chairman Son Bong-ho), an international climate and environment NGO, announced in a press release on March 6 that “Green Asia, an international climate and environment NGO, has appointed former Korea Forest Service International Forest Cooperation Officer Ko Ki-yeon, who served as the head of the preparatory planning team for the 15th World Forestry Congress (WFC) to be held in Korea in 2022, as planning director.”
Planning Director Ko Ki-yeon graduated from Seoul National University’s Department of Forest Resources, studied at the State University of New York’s Graduate School of Environment and Forestry, and received a master’s degree in forest resources from Seoul National University’s Graduate School. Having entered public service in 1995, he has served as the UN Convention to Combat Desertification Secretariat, Director of the Forest Fire Prevention Division of the Korea Forest Service, Director of the Eastern Regional Forest Service, Director of the International Forest Cooperation Officer, and Director of the Forest Aviation Headquarters. He has extensive experience in international cooperation, including working in charge of the 6th World Wildfire Congress in 2015 and as the head of the preparatory planning team for the 15th WFC in 2022, where he worked on planning for its successful hosting. He has also been in charge of the work of suppressing large-scale wildfires, including the Gangneung wildfire in 2017 and the Uljin/Samcheok wildfire in 2022, and was recently inaugurated as the 2nd President of the Korean Society of Wildfire Research. In this material, Green Asia explains, “Green Asia is carrying out various activities such as tree planting and climate refugee self-reliance to respond to climate crises, desertification, and yellow dust, and Director Ko is in charge of consulting on reducing and absorbing greenhouse gases through forests, establishing and cooperating with the international community in governance, and developing issues.” “Green Asia is an international NGO that is building sustainable communities in solidarity with residents affected by climate crises in Asian climate crisis sites (Korea, Mongolia, Myanmar, etc.). Currently, we are carrying out activities in cooperation with six UN organizations, including the UNFCCC (United Nations Framework Convention on Climate Change), the UNCCD (United Nations Convention to Combat Desertification), and the GCF (Green Climate Fund). We also signed an official translation and publication contract with the World Resources Institute (WRI) for the Korean translation of the GHG Protocol (an international standard for measuring and reporting greenhouse gas emissions), and plan to present an official translation within the first half of the year,” he added.
Planning Director Go Ki-yeon is also contributing to Green Asia’s planning for the 17th Conference of the Parties to the United Nations Convention to Combat Desertification (UNCCD COP17) to be held in Ulaanbaatar, Mongolia in 2026. The Convention to Combat Desertification is one of the three major environmental agreements of the United Nations, along with the Convention on Biological Diversity (CBD) and the Framework Convention on Climate Change (UNFCCC).
Mongolia is in a serious situation of desertification, with 76.9% of its land affected by desertification. UNCCD COP17 is the mid-term review period for Mongolia’s ‘Plant a Billion Trees Campaign’, and the Mongolian government is showing its will to use it as an opportunity to inform the world about its achievements in preventing desertification.
Planning Director Go Ki-yeon said, “I sympathize with Green Asia’s direction of ‘planting and nurturing people as well as trees’ and will share my thoughts and experiences on activities to restore people’s lives, relationships between people and nature, and care for local communities in Mongolia and elsewhere,” and “I will contribute to creating a ‘climate-safe society’ by combining the knowledge and experience I have accumulated so far with Green Asia’s various climate literacy activities.”
Green Asia Executive Director Oh Ki-chul said, “Director Go’s know-how, sense, and networking in UN Convention to Combat Desertification activities and international business will be a great help to Green Asia’s activities,” and “Currently, there is a loophole where forest fires are not included in greenhouse gas emission statistics, so I expect to explore ways to institutionalize greenhouse gas statistics that take into account the ‘climate feedback’ that occurs through interactions with forest fires during the climate change process.”
