이민정책연구원(원장 우병렬)은 6일 그라운드브이 비전룸에서 「2024 이민정책연구원 성과보고회」를 개최했다.
이번 행사는 이민정책연구원의 과천 이전을 계기로 2024년 연구 성과를 공유하고 향후 발전 방향을 논의하기 위해 마련되었으며, 유관 전문가, 공무원, 학자 등 80여 명이 참석했다.

보고회는 우병렬 원장의 개회사와 차용호 법무부 출입국·외국인정책본부 국적·통합정책단장의 환영사로 시작되었다.
차용호 단장은 이민정책연구원이 “국내 유일의 이민정책 연구기관으로서 균형 잡힌 논의를 이끌며 바람직한 정책 방향을 제시하는 데 중요한 역할을 해왔다”고 평가했다.
이어진 축사에서 김상식 성결대학교 총장, 최윤철 한국이민법학회장, 손병덕 한국이민행정학회장은 연구원의 사회적 책무를 강조했다.
김상식 총장은 “이민정책연구원과 성결대의 협력을 통해 이민정책 연구를 통한 사회적 책임을 다하는 데 기여할 것”이라고 기대감을 표했다.
최윤철 학회장은 “국제 동향과 한국의 현실을 면밀히 분석하여 이민자와 국민 모두가 공감할 수 있는 포용적 사회 조성에 기여해야 한다”고 당부했다.
손병덕 학회장은 “이민정책연구원이 다양한 정책 연구를 통해 국민 모두가 상생할 수 있는 사회를 만들기 위한 초석을 다져야 한다”고 강조했다.
1부에서는 연구 성과 발표가 진행되었다.
장주영 정책연구실장, 김화연 이민데이터센터장, 박민정 교육센터장이 연구, 데이터·통계, 교육, 국내외 협력 성과를 공유했다.
이규홍 부원장은 총평을 통해 증거 기반 이민정책 수립을 위해 행정·조사 데이터의 공유가 필요함을 강조하며 관련 부처의 협조를 요청했다.
2부에서는 주요 연구 결과 발표가 이어졌다.
이창원 연구위원이 「국내 기업 외국인 고용 실태조사」 방법 및 결과를 공유하며, 외국인 고용의 현황과 정책적 시사점을 제시했다.
김도원 부연구위원과 민수진 부연구위원은 각각 「이민과 경제: 국내 거주 외국인의 경제활동과 경제적 영향 분석」 및 「외국인주민 유입이 지역 주거 및 생활환경 정책에 미치는 영향」 연구 결과를 발표하여 실증적 데이터 분석을 통한 이민의 경제적 효과 분석에 대한 함의를 밝혔다.
장주영 연구위원은 「돌봄서비스 외국인력 정책 전망」 연구를 통해 현안과 정책 방향을 제시했다.

라운드테이블에서는 이혜경 배재대 명예교수의 진행 아래 학계 전문가들이 연구원의 발전 방향을 논의했다. 패널로는 김승섭 서울대 교수, 문경희 창원대 교수, 유정균 경기연구원 인구영향평가센터장, 정현주 서울대 교수가 참여했다.
라운드테이블 참여자들은 중앙뿐만 아니라 지역에서도 이민정책이 주요 현안으로 떠오르고 있음을 강조하며, 연구원이 데이터 기반 정책 연구를 통해 중앙과 지역을 연계하는 플랫폼으로 자리 잡아야 한다고 의견을 모았다.

김승섭 교수는 “이주민 통계의 숨겨진 의미를 분석하는 심층 연구가 필요하며, 이주민의 출생부터 사망에 이르는 전 생애 주기별 통계를 체계적으로 구축해야 한다”고 제안했다.
문경희 교수는 연구원의 이민정책연구 논문공모전이 신진 학자들의 연구 관심을 높이고 학문적 지평을 확장하는 역할을 지속해야 한다고 강조했다.
유정균 센터장은 결혼이민자 고령화, 국제결혼 가정 출신 장병 증가 등 새로운 연구 주제를 제시했다.
정현주 교수는 연구원이 시민사회 및 대학과 협력하여 연구 인프라를 확대하고, 국제 비교연구를 통해 한국 이민정책의 특수성을 분석할 필요가 있다고 조언했다.
마지막으로, 우병렬 원장은 “이번 성과보고회를 통해 연구 방향을 점검하고 정책 활용도를 높이는 동시에, 연구원의 양적·질적 성장을 지속적으로 추진하겠다”고 밝혔다.
