최상목 대통령 권한대행 경제부총리 겸 기획재정부 장관이 12일 "반도체 산업의 치열한 기술 경쟁에서 앞서나가기 위해선 핵심 인력들이 자유롭게 연구할 수 있는 여건이 절실하다"고 강조했다.
최 권한대행은 이날 오전 서울 종로구 정부서울청사에서 열린 '국정현안관계장관·경제관계장관·산업경쟁력강화관계장관회의'에서 "장기간 연구·개발(R&D)이 필요한 반도체 산업 특성을 고려해 특별연장근로 인가 제도를 보완하겠다"며 이처럼 밝혔다.
반도체특별법에서 주52시간 예외 조항을 둘러싼 여야 간 이견을 좁히지 못하는 상황에서 보완 조치다.
최 대행은 "근로 시간 특례 규정이 반도체특별법에 포함돼야 하나 여야 간 입장차이가 여전히 좁혀지지 않고 있다"며 "이에 정부는 기업들이 필요 시 근로시간을 더욱 유연하게 활용할 수 있도록 특별연장근로 인가 제도를 보완하겠다"고 밝혔다.
이를 위해 특별연장근로 1회당 인가 기간을 3개월에서 6개월로 확대하는 특례가 신설될 예정이다.

더불어 2월 취업자 수 13만 6000명 증가 대비 건설·제조업 등 취업자 수 감소 관련해선 "건설·도소매 취업자가 지속 감소하는 등 내수회복 지연에 따른 고용 어려움이 계속되고 있다"며 "1분기 민생·경제 대응 플랜을 통해 내수 등 민생경제 회복·수출 지원에 총력을 다하고 일자리 여건을 개선해 나가겠다"고 밝혔다.
