경주시는 주거 안정부터 일자리, 자산 형성, 커뮤니티 공간 조성에 이르기까지 총 4개 분야 23개 세부사업을 연중 운영 중이라고 8일 밝혔다.
이번 사업은 청년고용촉진특별법, 청년기본법, 경주시 청년 기본 조례 등을 근거로 하며, 대상은 경주시에 거주하는 만 19세부터 39세까지의 청년이다.
가장 큰 비중을 차지하는 분야는 주거 안정이다. 총 79억 원의 예산이 투입돼 청년 임대주택과 공유주거 공간 조성 사업이 추진되며, ‘청년월세 한시 특별지원’과 ‘신혼부부 월세 지원’ 등 주거비 경감 정책도 함께 운영된다. 이 밖에도 전세보증금 반환보증 보증료 지원, 전입 대학생 생활안정금 지원 등도 포함돼 있다.
청년 일자리 지원에는 18억 원이 책정됐다. 주요 사업으로는 창업 지원과 취업 연계를 아우르는 ‘신(新)골든 창업특구’, ‘청년창업 지원’, ‘청년일자리 로컬솔루션 프로젝트’ 등이 있다. 또한 지역 중소기업과 주력 산업에 특화된 맞춤형 일자리도 마련된다.
자산 형성을 위한 지원도 병행된다. ‘청년근로자 사랑채움’과 ‘경주형 내일채움공제’ 등 장기근속 인센티브를 통해 자산 축적을 유도하며, 해당 분야에는 1억 5,000만 원의 예산이 투입된다.
청년 커뮤니티 공간도 활발히 조성되고 있다. 청년센터 ‘청년고도(靑年高道)’를 중심으로 ‘청년 감성상점’, ‘꿈이음 청춘카페’ 등 3곳의 커뮤니티 공간이 운영 중이며, 이들 공간 운영에는 총 6억 원의 예산이 배정됐다.
이 외에도 정서적 안정과 사회 적응을 돕기 위한 지원도 강화된다. 화랑마을과 연계한 야외 수련 프로그램, 정신건강 프로그램, 심리상담 서비스 등이 대표적이다.
경주시는 시민 원탁회의, 참여자 만족도 조사 등을 통해 청년들의 목소리를 정책에 반영하고 있으며, 읍면동 행정복지센터 및 공인중개사무소를 통한 오프라인 홍보와 함께 온라인 플랫폼도 적극 운영 중이다.
주낙영 경주시장은 “청년이 떠나지 않고 머무를 수 있는 도시를 만들기 위해 실효성 있는 정책이 중요하다”며 “앞으로도 청년들이 체감할 수 있는 맞춤형 지원을 확대해 나가겠다”고 밝혔다.
