영동양수발전소는 총 1조 3,377억 원이 투입되는 대규모 프로젝트로, 500MW(250MW×2기)급 용량으로 설계됐다. 2030년 준공을 목표로 하며, 국내 8번째 양수발전소이자 한수원이 직접 건설하는 첫 양수발전소다. 특히, 국내 최초로 ‘가변속 양수발전 기술’을 도입해 전력 수요에 따라 유연하게 대응할 수 있는 최신형 시설로 주목받고 있다.

양수발전소는 남는 전력을 이용해 물을 상부댐으로 끌어올렸다가, 전력 수요가 급증할 때 낙수로 전력을 생산하는 방식으로, 신재생에너지의 간헐성을 보완하는 '전력 저장 장치'로서의 역할을 하고 있다. 발전 개시까지 3분 이내가 소요되는 즉각적인 대응 능력은 안정적인 전력 공급에 필수적인 요소로 평가받고 있다.
