한국형 차기 구축함(KDDX) 사업의 주체 선정을 둘러싼 잡음이 나오는 가운데 부승찬 더불어민주당 의원이 “정권 말기 특정 업체 밀어주기 방산 게이트가 의심된다”고 공개적으로 문제제기를 하고 나서 논란이 커지고 있다.

부승찬 더불어민주당 국방정책조정위원장은 24일 국방부가 7조8천억 원 규모의 ‘한국형 차기 구축함’ 사업을 특정 업체와 수의계약 방식으로 추진하려는 움직임에 대해 강도 높게 비판했다. 부 의원은 해당 계약이 절차적 정당성을 결여하고 있으며, “방산 게이트로 번질 수 있는 중대 사안”이라고 지적했다.
부 의원은 이날 민주당 정책조정회의에서 “방사청이 올해 2월 산업통상자원부와의 협의를 거쳐 차기 구축함 생산 능력을 갖춘 업체 두 곳을 지정하고, 경쟁 입찰을 기본 원칙으로 삼겠다는 방침을 천명했음에도, 정권 말기 국방부가 돌연 수의계약을 추진하는 것은 이해할 수 없는 일”이라고 밝혔다.
KDDX 사업은 2030년까지 6000톤급 이지스급 구축함 6척을 국내 기술로 건조하는 프로젝트다. 현재 HD현대중공업이 기본설계를, 한화오션이 개념설계를 각각 맡은 상태에서 상세설계 및 선도함 건조를 두고 양사가 치열한 경쟁을 벌이고 있다. 관례상 기본설계를 수행한 업체가 수의계약을 통해 상세설계를 이어왔으나, 한화오션은 과거 HD현대중공업의 군사기밀 유출 논란을 들어 경쟁입찰 방식을 요구하고 있다.
국회 국방위원회 소속인 부 의원은 “해당 수의계약 추진과 관련해 민간 방위산업 추진위원들 사이에서도 절차상 위법 소지가 있다는 지적이 나오는 상황”이라며, “국회 국방위원회에도 그 어떤 설득력 있는 설명도 이뤄지지 않고 있어, 공정성과 투명성에 대한 심각한 우려가 제기되고 있다”고 덧붙였다.
부 의원은 또한, “이처럼 합리적 근거 없이 특정 업체와 수의계약을 밀어붙이는 것은 사실상 방산 비리이자, 권력과 방위산업 간 유착 의혹을 부를 수밖에 없는 사안”이라며 “더불어민주당은 감사원 감사 청구는 물론, 필요한 모든 법적·행정적 대응에 착수할 것”이라고 경고했다.
“방산 알박기 멈춰야”…정치권 공방 격화
이번 수의계약 논란은 정권 말기와 겹쳐 정치적 논란으로 확산될 조짐도 보인다. 부 의원은 “인사 알박기에 이어 방산 알박기 시도까지 벌어지고 있다”며 “국방부는 즉각 해당 수의계약 추진을 중단하고, 모든 절차를 공개하며 납득 가능한 설명을 내놓아야 한다”고 촉구했다.
K-방산이 국가 핵심 산업으로 떠오르고 있는 가운데, 정부의 무기체계 도입 방식과 관련한 신뢰 문제는 향후 방위산업 전반에 중대한 영향을 미칠 것으로 보인다.

Amidst the noise surrounding the selection of a contractor for the Korean Next Generation Destroyer (KDDX) project, controversy is growing after Democratic Party lawmaker Bu Seung-chan publicly raised the issue, saying, “I suspect a defense gate of pushing certain companies at the end of the regime.

On the 24th, Bu Seung-chan, chairman of the National Defense Policy Coordination Committee of the Democratic Party of Korea, strongly criticized the Ministry of National Defense's move to award the 7.8 trillion won ($7.8 billion) 'Korean Next-generation Destroyer' project to a specific contractor. Bu pointed out that the contract lacks procedural legitimacy and is a “major issue that could spill over into the defense gate.”
“It is incomprehensible that the Ministry of Defense is suddenly pushing ahead with the contract at the end of the regime, even though the agency designated two companies with the capacity to produce the next destroyer after consultation with the Ministry of Trade, Industry and Energy in February this year, and declared its policy to use competitive bidding as the basic principle,” Bu said at the Democratic Party's policy coordination meeting.
The KDDX project is to build six 6,000-ton Aegis-class destroyers by 2030 using indigenous technology. Currently, HD HHI is in charge of the basic design and Hanwha Ocean is in charge of the conceptual design, and the two companies are competing for the detailed design and construction of the lead ship. Under customary practice, the company that carried out the basic design has continued the detailed design through a number of contracts, but Hanwha Ocean is demanding a competitive bidding method, citing HDHHI's past controversy of leaking military secrets.
“There are indications of procedural violations among the members of the private defense industry promotion committee,” said Buh, who is a member of the National Assembly's Defense Committee, adding, ”There has been no convincing explanation to the National Assembly's Defense Committee, raising serious concerns about fairness and transparency.”
“This push to award contracts to certain companies without any rational basis is in fact a defense irregularity, and it is bound to raise suspicions of nepotism between the power and the defense industry,” warned Bu, adding, ”The Democratic Party of Korea will initiate all necessary legal and administrative responses, including requesting an audit by the National Audit Office.”
“Defense rush must stop”... Political battles intensify
The defense contract controversy coincides with the end of the administration and has the potential to escalate into a political controversy. “Following the personnel rush, there is now an attempt to rush defense,” said Bu, calling on the Ministry of Defense to immediately stop the contract, disclose all procedures and provide a convincing explanation.
As K-defense is emerging as a key national industry, the issue of trust in the government's procurement process is likely to have a significant impact on the entire defense industry in the future.
