세종시가 예산 편성 과정에 시민 목소리를 적극 반영하기 위한 제7기 시민참여예산위원회를 공식 출범시켰다.
세종시는 28일 시청 대회의실에서 위촉식을 열고, 예산의 투명성과 공공성 강화를 위한 본격적인 시민참여 기반을 다졌다고 밝혔다.
시민참여예산위원회는 세종시가 출범한 2012년부터 운영 중인 제도로, 단순한 예산 심사 자문을 넘어 시민의 삶을 바꾸는 예산 편성에 중추적 역할을 해왔다.
이번 7기 위원들은 청년, 농업, 교육, 경제 등 다양한 분야의 전문성과 경험을 갖춘 시민 30여 명으로 구성되어, 폭넓은 시각에서 예산에 대한 의견을 제시할 것으로 기대된다.
앞으로 위원들은 2년간 활동하면서 예산 편성과정에 대한 심의와 자문은 물론, 각계각층 시민의 의견을 직접 수렴해 시정에 반영하는 역할을 맡는다. 특히 ‘예산바로쓰기 시민감시단’으로도 활동, 예산 낭비 사례를 제보하거나 예산 집행 과정을 감시하는 등 시민 눈높이에 맞는 예산 감시 활동도 병행하게 된다.
세종시는 이번 위원회 출범을 통해 “시민들이 공감할 수 있는 실효성 있는 사업이 발굴되고, 행정에 대한 신뢰도 함께 높아질 것”이라고 기대감을 내비쳤다.
위원들은 본격적인 활동에 앞서 총 20시간의 ‘예산학교’ 교육과정을 이수하게 되며, 예산에 대한 기초 이해부터 실전 심사 역량까지 단계적으로 학습할 예정이다.
세종시 관계자는 “예산은 시민 삶과 직결되는 만큼, 행정 중심에서 벗어나 시민이 주도적으로 참여하고 감시하는 구조가 필수”라며 “앞으로도 시민참여를 확대할 수 있는 다양한 정책을 지속적으로 발굴하겠다”고 말했다.
