군은 지난 4월 29일 서울 삼정호텔 라벤더홀에서 ‘2025년 원자력수소산업진흥협의회 제1차 정기총회’와 ‘울진 원자력 대용량 수소생산 활성화 전략 수립 전문가 그룹 위원회’의 출범회의를 연이어 개최했다.
이날 행사는 울진군이 주최하고 (재)환동해산업연구원과 (사)에너지산업진흥원이 공동 주관했다. 정기총회와 전문가 회의를 통해 원자력 기반 수소산업의 전략적 추진을 위한 기틀을 마련하고, 정책 협력의 대표 모델로 자리매김했다는 평가다.
■ 민간 중심 협의회 출범… 청정수소 생태계 조성 시동
이날 오전 열린 ‘원자력수소산업진흥협의회’ 정기총회에는 현대건설, GS건설, 롯데케미칼 등 에너지·수소·건설 분야의 국내 주요 기업 및 기관 20곳이 회원사로 참여해, 청정수소 산업 육성을 위한 민간 중심의 협력체계 가동에 들어갔다.
총회에서는 ▲울진 원자력수소 국가산단 조성사업 추진 현황 보고 ▲임원사 구성 ▲생산·인프라·산업육성 3개 분과 운영 계획 ▲연간 사업계획 수립 등 주요 안건이 논의됐다. 이에 앞서 열린 간담회에서는 산업단지 성공 조성을 위한 선결과제와 해결방안, 협력 방향 등이 자유롭게 공유됐다.
■ 전문가 그룹 출범… 전략 수립 본격화
오후에는 ‘울진 원자력 대용량 수소생산 활성화 전략 수립 전문가 그룹 위원회’의 킥오프 회의가 열렸다. 이 위원회는 환동해산업연구원이 주관하며, 산·학·연 전문가 22명이 참여해 수소 생산 공정 고도화, 저장·운송 인프라 구축, 인재 양성 등 전략 수립에 착수한다.
위원회는 2025년 말까지 중간 점검과 최종보고회를 통해 정책 제안서와 실행 전략 보고서를 마련할 예정이다. 참여기관으로는 에너지기술연구원, 서울대학교, 한국가스공사, 포스코인터내셔널, HD하이드로젠 등 국내 에너지 관련 핵심 기관이 대거 포함됐다.
■ 에너지 전환 핵심 기지 도약
울진군은 현재 약 152만㎡ 규모로 ‘울진 원자력수소 국가산업단지’를 조성 중이며, 해당 사업은 2024년 국무회의를 통해 예비타당성조사 면제 대상 사업으로 확정됐다. 울진군은 이를 바탕으로 대용량 청정수소 생산과 전주기 산업 생태계 구축을 목표로 하고 있다.
손병복 울진군수는 “울진은 청정수소 산업을 통해 대한민국 에너지 전환의 중심지로 도약할 것”이라며 “민관 전문가 협력체계와 전략적 실행을 통해 ‘K-에너지 리더 도시’로서 국가 에너지 미래를 선도하겠다”고 강조했다.

Uljin-gun (Governor Son Byeong-bok) declared a leap forward as a leading city in the hydrogen economy by launching a public-private-academic cooperation system to foster a ‘nuclear-based clean hydrogen industry.’
On April 29, the county held the ‘2025 Nuclear Hydrogen Industry Promotion Council 1st Regular General Meeting’ and the ‘Uljin Nuclear Large-Scale Hydrogen Production Activation Strategy Establishment Expert Group Committee’ in succession at the Lavender Hall of the Samjeong Hotel in Seoul.
The event was hosted by Uljin-gun and co-hosted by the Korea Environment Corporation and the Korea Energy Industry Promotion Agency. It is evaluated that the regular general meeting and expert meeting laid the foundation for strategic promotion of the nuclear-based hydrogen industry and established itself as a representative model of policy cooperation.
■ Launch of Private-Centered Council… Start of creating a clean hydrogen ecosystem
At the regular general meeting of the ‘Nuclear Hydrogen Industry Promotion Council’ held that morning, 20 major domestic companies and organizations in the energy, hydrogen, and construction fields, including Hyundai Engineering & Construction, GS Engineering & Construction, and Lotte Chemical, participated as member companies, and began operating a private-sector-centered cooperative system for fostering the clean hydrogen industry.
At the general meeting, major agenda items were discussed, including ▲reporting on the status of the Uljin Nuclear Hydrogen National Industrial Complex Development Project ▲composition of executives ▲operation plans for the three divisions of production, infrastructure, and industry development ▲establishment of an annual business plan. In a meeting held prior to this, prerequisite tasks, solutions, and cooperation directions for successfully creating the industrial complex were freely shared.
■ Launch of expert group… full-scale strategy establishment
In the afternoon, the kickoff meeting of the ‘Uljin Nuclear Large-Scale Hydrogen Production Activation Strategy Establishment Expert Group Committee’ was held. This committee is hosted by the Korea Institute of Environmental Research, and 22 experts from industry, academia, and research will participate to establish strategies such as advanced hydrogen production processes, construction of storage and transportation infrastructure, and talent development.
The committee plans to prepare a policy proposal and an implementation strategy report through an interim review and a final report meeting by the end of 2025. The participating organizations include many key domestic energy-related organizations such as the Korea Energy Technology Research Institute, Seoul National University, Korea Gas Corporation, POSCO International, and HD Hydrogen.
■ Leaping forward as a key base for energy transition
Uljin-gun is currently developing the ‘Uljin Nuclear Hydrogen National Industrial Complex’ with an area of approximately 1.52 million m2, and the project was confirmed as a project exempted from preliminary feasibility study through the State Council in 2024. Based on this, Uljin-gun aims to produce large-scale clean hydrogen and establish a full-cycle industrial ecosystem.
Uljin County Governor Son Byeong-bok emphasized, “Uljin will leap forward as the center of energy transition in Korea through the clean hydrogen industry,” and “As a ‘K-Energy Leader City’ through a public-private expert cooperation system and strategic execution, we will lead the future of national energy.”
